Auction and Pricing of Spectrum for 3G Services Areas of interest include: • Choice of bands for 3G services • Amount of spectrum allocated to each operator and the rationale for the same. • Process of allocation of spectrum through auction • Eligibility for participation in the auction • Roadmap for future allocation of spectrum to 3G operators • Issues related to spectral efficiency and system for discovery of optimal number of operators • Process and terms for merger, transfer and sharing of spectrum • Plan for introduction of 4G services and spectrum bands

Telecom Infrastructure Security Areas of interest related to centralized monitoring system for lawful monitoring and interception include: • How law enforcement agencies in the US deal with internet-based encrypted communication and is it possible to share technical know how on this issue? • How the system of centralized monitoring is implemented in the US? Features that could adopted for the centralized monitoring system to be introduced shortly in India. • Basic features of Communications Assistance for Law Enforcement at 1994 and including administrative and technical aspects of its implementation • Telecom security training

Telecom Infrastructure Security Areas of interest related to telecom equipment testing include: • System adopted to protect telecom equipment and networks against malicious attacks, viruses, trapdoors etc • System of testing imported equipment/designated security test labs • Security standards being followed in testing telecom equipment • Possibilities of collaboration to develop an advanced security test lab in India for testing network equipment to protect against potential threats. • System of telecom networks for exclusive use of defence and Government in the US which are not connected to the public telecom network • Best practices related to framework and implementation of measures to protect critical telecom infrastructure

Process of Vacating 700 MHz Band for Digital Dividend in USA and Lessons Learned for India • Government of India is keen to develop a roadmap for exploiting digital dividend by vacation of spectrum in 700 MHz band from broadcasters and other agencies and its commercial use • Process adopted by the US for shifting from analog to digital broadcasting including legislative and policy measures • Revised band plan and service rules notified by FCC to promote the creation of a nation wide interoperable broadband network • Issues related to auction of “digital dividend” spectrum
