  2. 3G and GSM Specification Handling • Endorsed by: • 3GPP TSG-SA. • 3GPP TSG-CN. • 3GPP TSG-T. • 3GPP TSG-RAN. • ETSI SMG#29 (with modifications) • PCG#2 (with SMG#29 modifications) • ETSI Board#20 (with SMG#29 modifications)

  3. Rationale • 3GPP require a complete set of 3G specifications. • 3G specs based on the GSM CN. • Divergence of evolved GSM and 3G should be avoided if possible. • Duplication of development work should be avoided. • Creation of almost identical sets of Specifications should be avoided.

  4. Rationale • Technical corrections to earlier GSM Releases will impact the later 3G versions of the specification, requiring CRs to all versions. • “Fine tuning” of previous GSM Releases will continue into 2000.

  5. Decisions • To avoid divergence: • Maintenance and evolution of common specifications should be responsibility of one Technical Body. • To avoid duplication of work: • GSM evolution (GSM R99 onwards) should be incorporated into the 3rd Generation Core Network specifications as GSM specific parts if necessary.

  6. Decisions : • TSG WGs and corresponding SMG STCs co-locate meetings. • GSM Specifications modified in anyway for the 3G are transferred to 3GPP. • 3GPP produce a complete set of 3G “R99” specifications. • Maintenance of all previous GSM Releases (<R99) of the Specifications transferred becomes the Responsibility of 3GPP.

  7. Decisions : • Relevant SMG e-mail lists are sent CRs to <R99 specifications prior to TSG approval. • SMG approve all TSG CRs to earlier releases of the GSM Specifications, which are ETSI deliverables. • SMG review all TSG CRs to R99 and later releases of the 3G Specifications which impact on GSM

  8. Decisions: • SMG delete/stop all GSM R99 versions of the Specifications which are transferred to 3GPP. • Remaining GSM Specifications will continue to be maintained and developed within SMG. • 3G Specifications may contain GSM R99 Specific parts.

  9. Decisions: • The GSM Specifications database(s) and status lists are maintained. • All < R 99 and the Specifications only relevant for GSM are maintained on the SMG ftp site. • SMG (for ETSI) approve the 3G specifications that are released to the POs, which are to become ETSI deliverables. • SMG (for ETSI) decide the 3G specifications ETSI deliverable type (EN, TS etc).

  10. Decisions: • SMG provide only a replacement cover, Foreword and History to the 3G specifications, leaving the 3GPP version number intact. • SMG provide ETSI Public Enquiry comments on 3G Specifications to the appropriate TSGs. • A complete set of specifications for GSM R99 and onwards should be identified.
