  2. PROGRAM OBJECTIVE One of the new charges of the Palmetto Region is educating, training, and evaluating officials for the sport of volleyball. Beginning this season, the Palmetto Region will provide Professional Officials at each Sanctioned event for Junior’s official training, supervision, ratings and refereeing duties of the highest playoff matches. The Palmetto Region will now be using USA Volleyball Official Training & Education as our official clinic/exam system. The clinics introduce the rules of the game to our members and provides them with the guidance and support to make their tournament experiences structured, fair, and hopefully, more enjoyable. PROFESSIONAL ADVANCEMENT For those wishing to pursue certification, advancement and assignment to Palmetto Region events, the following activities are encouraged. • Be a student of the game: know the rules and keep up to date with current interpretations. • Be professional: look your best and behave according to the standards outlined in USAV training materials. • Look for opportunities to practice your officiating. Officials improve through working matches. Since assigned matches are limited, look for volunteer opportunities with local club scrimmages and as a R2 or Scorer at local sanctioned events. These activities will increase your experience and exposure with peers and tournament/event management. • Seek feedback and be open to receiving it. Work with other more experienced officials and ask for tips for improving your game. Be receptive when the feedback is given, even if you don’t agree. Take in the comments and reflect on them. Being able to use that information to improve is an important part of being a certified referee. • Apply for additional formal evaluations at region events when the opportunity is available. Again, it is important to be receptive to all feedback from ratings and evaluations. • Attend any and all training opportunities that are offered in the region and make use of the excellent online training from USA Volleyball.

  4. PROFESSIONAL OFFICIAL REQUIREMENTS • Register as a member of the Palmetto Region each year, through the region website, www.palmettovb.com. All certified officials must be a member in good standing of the Palmetto Region, USA Volleyball. • The Palmetto Region will reimburse the cost of your membership and background screen at the end of each season if you work at least 4 Palmetto Region Sanctioned events. You MUST work a minimum of 2 tournaments to be considered in good standing with the Palmetto Region. • Pass the USAV mandatory background screen (good for 2 seasons); this screening must be current for all officials before they take the court at a Juniors event. Background screens done through other government or private organizations are NOT accepted. • Send a brief resume of your volleyball officiating experience and a list of three volleyball references to palmettovbofficialchair@gmail.com. • Review training materials at http://www.volleyballreftraining.com/training_materials_indoor.php • These materials introduce the rules, interpretations, mechanics, best practices and professionalism that are all part of being successful as a USAV official. • Complete mandatory attendance to the appropriate clinics (detailed specifically in the presentation): • PAVO clinics ARE acceptable as Clinic Requirements

PROFESSIONAL OFFICIAL REQUIREMENTS • Complete exam as instructed below, all corrections must be submitted to palmettovbofficialchair@gmail.com by February 1st. • Apprentice: Pass Form C test (on line) corrected to 100%. • Provisional: Pass Form A test (on line) corrected to 100%. • Regional: Pass Form A test (on line) with 80% corrected to 100%. • Jr. National & National: Pass Form A test (on line) with 90% corrected to 100% . This exam is timed. • Candidates must also complete requirements to become a certified scorer. Take Scoring Exam B by Feb. 1st and correct to 100% (corrections submitted to palmettovbofficialchair@gmail.com). • Practical on-court Rating: Pass 1 as R1 (first referee) and 1 as R2 (second referee) by member of the approved Rating Team. On-court practical evaluation will take place at a sanctioned tournament. In order to prepare, review all training materials. Also it is recommended that you volunteer your time to practice at a club practice or as a R1/R2 at a local tournament. • For training and evaluation matches, prospective officials are not required to have the official uniform, but are required to wear clothing and have equipment similar to that of professional referees - navy blue slacks (no jeans), white polo shirt, white socks, white gym shoes, whistle, red & yellow cards and a flipping coin. • Prospective officials are not required to purchase new uniform clothing until they have successfully completed the process. • Ratings are good for 2 seasons. An official must complete clinic & exam annually to renew certification.

  7. STEP BY STEP Preliminary Instructions • Be in “Good Standing” (be a member of the Palmetto Region)and Have your USAV Membership Number Handy. • Go to PVA Website at: http://www.palmettovb.com/ and click on the “New Adult Coach/Ref Tab.

In order to get FULL CREDIT for your clinics you MUST fill out the USAV membership number although it is not a required field, so please have your USAV membership number handy. • After completing the fields click on “Create New Student” and it will take you to the Course Catalog.

  15. STEP BY STEP Apprentice Referee • In the Course Catalog select “usavNewref-indoor, New Referee Courses – Indoor”

STEP BY STEP Apprentice Referee • At the top of the page go to “My Courses” and you will find your course available. • Click on the Green File icon to the left of the course line and you will see a list of required Prerequisites for Certification. Gray areas will become Live once you complete prerequisites.

There is approximately 4 hours of clinic time. NOTE: To obtain FULL credit for the clinic be sure you have entered your USAV membership number.

Certified Apprentice Referee Responsibilities and entitlements of an Apprentice referee: • After certification, the Apprentice referee will be entitled to wear the official Provisional patch and approved official’s uniform while officiating. • After certification, the Apprentice referee shall have the opportunity to work assignments for sanctioned and other approved volleyball competitions within the Palmetto Region from Regionally designated assignor(s). • An apprentice referee may elect to become a candidate for Provisional Referee upon completion of one season as a Apprentice referee. The apprentice rating may be retained indefinitely provided all re-certification requirements are met. • An apprentice referee is authorized to officiate any USA Volleyball-sanctioned competition, including Junior Volleyball (passing a background screen is required) competition within the Region where certified, and in other Regions with the approval of the appropriate Regional referee chair. • Practical ratings as an apprentice referee are valid for a period of two years, however, annual online clinic attendance and a passing score (with corrections to 100) on the referee and scorekeeper written tests is required to maintain certification each year.

  44. STEP BY STEP Professional Jr. National – National Referee • Go to www.volleyballreftraining.com • On the home page click on “Certifications” to find information regarding Jr. National and National Certification.
