Partnership Agreement SR Contents • Priority fields analysis (in line with the EC’s Position Paper) and justification of thematic objectives selection • Thematic objectives divided into 5 financing priorities • Allocations per thematic objective, ESI Fund and OP • Justification of transfer of 3% allocation between categories of region (Art. 92(2) CPR) • Ex ante conditionalities assessment and performance framework • Actions planned for reduction in the administrative burden • Integrated approach to the use of ESI Funds (CLLD and ITI) • Electronic data exchange • Strategic Environmental Assessment included (according to national law requirements)
Negotiations with the EC • The SR achieved significant compromise in following fields: • Support of large companies through common projects with SMEs. • Continue to support the road transport construction in a considerable amount. • Support of healthcare focused mainly on services, emphasising the healthcare provided by points of first contact. • Support of horizontal Public Administration Reform, emphasising the increase of efficiency and electronic services (eGovernment). • Support in more developed region (Bratislava region) focusing on research and innovation capacities development.
Challenges/Next Steps • Adoption of programmes • Revision of the PA SR regarding the EMFF Regulation • Report on fulfilment of exanteconditionalities in 2017 • Monitoring – Progress reports 2017 and 2019 • Performance review in 2019
