What is “FEAST”? • A CATALYST • AIMS: • To highlight; • To promote; and • To facilitate research collaboration; • Europe (EU & Member states) and Australia;
Intergovernmental Mandate • Australia and the EU: an agenda for cooperation – 2003 Ministerial Consultations • “We are committed to make optimal use of the Forum for European – Australian Science and Technology Co-operation as the key vehicle in this process”
WHY FEAST? • Research:new forms, new structures • Ideas:Isolation breeds contempt….. • Competition:the World is a Nasty Dark Place • Markets:does the EU know you exist?
ACTIVITIES: - Information collection and dissemination; - Network development; - Workshops and Conferences; Above all: FEAST IS ABOUT MAKING THINGS HAPPEN!

The European Research System • Total research spend is 1.8% of GDP • “European” and intergovernmental investment in R&D: 17% of total • European Commission (FPs) investment is on 5% of total • Member state investment DOMINATES
The European Research System (cont) • European Research Area • an area of free movement of knowledge, researchers and technology, to increase cooperation, stimulate competition and better allocate resources; • a restructuring of the European research fabric, by improved coordination of national research activities; • the development of a European research policy.
Collaboration: Current Status • We don’t know……………. • Allen Report: ~$50 million on EU collaboration • FP4: 34 projects • FP5: about 75 projects, 100 participants • FP6: about 60 projects to date • COST: 5 actions • With Member States: ???????
European Research Funding • All national systems have money for collaboration: learn their systems! • It funds Europeans (mostly…..) • *Research* funding is difficult, support funding is easier • Build Trust • Think laterally, and Bi-laterally!
European Research Funding (cont) • GB: Research Councils, Royal Socs, British Council etc etc • France: CNRS, INXX, Ministries • Germany: DFG, DAAD, BMBF, AvH, Stiftungs, companies etc etc • FUNDAMENTAL PRINCIPLE: Know exactly what you are tryingto achieve!
EC ≠ Member States • Most research is national (95%) • Countries are interested in collaboration • Significant benefits for Australia • Usually bottom up • Many other schemes: COST, ESF, ICSU... • FEAST identified as ‘first contact point’

6th Framework Programme • Top Down • Funds research not undertaken by Member States • Big, multi-disciplinary projects • Targeted Calls for Proposals • We can, and do, participate • BYO research funds – it’s their money!

COST • European Co-operation in Science and Technology. • Adds value by co-ordinating, integrating and synthesising results from national research. • Does not fund research itself, but co-ordination, management, workshops and meetings. • Stimulates research by bringing researchers together in “Actions” • Actions are proposed by scientists: “bottom up”
