  2. Overview • The Alcohol and Drug Abuse Administration is providing regionally based technical assistance to assist local jurisdictions in the development of a local survey of resources and a two year strategic plan for alcohol and drug abuse

Purpose • Sub-title 10 Health General Article of the Annotated Code of Maryland requires that a local plan be submitted every two years to the Governor, or the Governor’s designee, and a report on its progress in implementing the plan submitted to the administration (ADAA) every six months. A local plan shall include the plans, strategies, and priorities of the county for meeting the identified needs of the general public and the criminal justice system for alcohol and drug abuse evaluation, prevention and treatment services and be in a format as prescribed by the Administration (ADAA) • Executive Order 01.01.2008.08 re Maryland State Drug and Alcohol Abuse Council requires the Council to prepare a state plan …in coordination with strategies and priorities identified in the plans established by the local drug and alcohol abuse councils. • Inform the legislature regarding type and amount of unfunded needs. • Funding requests to match needs identified in strategic plan

Survey of Local Resources, based on FY09 Budgeted Expenditures Sub-title 10 Health General Article of the Annotated Code of Maryland also requires that the local plan shall include a survey of all Federal, State, Local and private funds used in the County for alcohol and drug abuse evaluation, prevention and treatment. Content of package: • Definitions of prevention, intervention and treatment, direct and indirect activities remain unchanged. • Instructions for completing a matrix of resources based on fiscal year 2009 budgeted funds, from all sources (State, Local, Federal, and Private dollars used for public services, such as Foundations) to fund direct prevention, intervention or treatment activities. • Format for matrix includes name of entity, program , function (consistent with definitions), target population, category, (P,I,T), funding source and amount.

Survey of Local Resources, based on FY09 Budgeted Expenditures • Review of Definitions • Prevention (reducing rates of first-time use of illicit substances by adolescents or adults, underage use of alcohol and tobacco), • Intervention (identifying and moving individuals to care) and • Treatment (reducing rates of substance abuse and addiction in adults or adolescents). • Direct vs. Indirect Activities • Programs consistent with the brief descriptions of P, I, &T listed above are Direct Activities. If not, it may be an indirect activity that could have a positive effect on reducing rates of initiation, use or abuse, but was not designed specifically for that purpose, and therefore, would not be included. • Decision Tree • Direct vs. Indirect Activity • Prevention, Intervention, or Treatment

  6. Two year Strategic Plan for Alcohol and Drug Abuse General Comments • The plan is intended to guide the improvement of current services as well as document the need for new services. It may include the need for new services, the need to re-allocate existing resources, the need to re-engineer business or clinical practices, or the need to redesign all or part of the system. It is separate and distinct from the ADAA grant application. • It is the jurisdiction’s plan, incorporating the input and resources of multiple agencies, all whom have an investment in reducing substance abuse and its consequences • The choice of goals, objectives, and performance targets are up to the local drug and alcohol abuse council. • Goals must be listed in priority order.

  7. Two year Strategic Plan for Alcohol and Drug Abuse Features: • Simplified format for preparer and viewer ease, consistent with state law • Two year plan format with built in updates • Data driven analytic process intrinsic to process, inclusion in plan is optional

Two year Strategic Plan for Alcohol and Drug Abuse Components: • The data driven analytic process used to make decisions as to focus on particular goals and objectives is assumed to be occurring. Inclusion of a narrative or data related to this process is optional. • Vision statement defines the end state; it is an inspirational description of ultimate goal. • Mission statement defines an organizations role or task in support of the mission.

Two year Strategic Plan for Alcohol and Drug Abuse Components: • Goals define the major directives or directions in support of the mission • Priorities for goals listed are to be established and indicated by listing in order of priority. • Objectives define the major lines of action to achieve each goal. • Performance Targets define desired, measurable end results against which to compare actual performance. What you intend to see happen as a result of the goals selected.

Two year Strategic Plan for Alcohol and Drug Abuse Components: • Progress reports document actual performance, achievements, or change related to the stated goals, objectives and performance targets. • Put current progress reports in red for viewer ease. Prior reports can revert to black or eliminated if no longer pertinent or desired. • Progress is to be reported every six months, inserted wherever appropriate within the plan • Estimated Dollar amount needed (or received) to accomplish goal. • State only the total amount estimated or known to be needed to accomplish stated goals. • Dollar amounts should be included for as many of the Goals/Objectives as is possible as part of the initial plan, and be updated as information is received, or as changes occur (funds are re-allocated, received, or no longer needed). • It is important to be able to quantify the overall amount of unmet (unfunded needs).
