The ORC Organizational View of the TD - Simplified This is a guess based on the diagram posted to the wiki at http://www.hl7.org/Special/Committees/t3f/docs/Organization%20Chart%20V0018%20-%202002.gif It should be noted that Realm Coordination, Infrastructure Services (Tooling), and Operational Support (publications, etc) are also shown by ORC but not connected as closely as in the Strategic Initiatives diagram.

  3. Technical Directorate,Based on Strategic Initiative Diagram This is a simplification taken from the Strategic Initiative Diagram. Therefore the picture appears to contradict the narrative In the report.
