BDUK Approach BDUK Goals • To ensure this country has the best Superfast Broadband in Europe by the end of this parliament (2015) • To ensure delivery of standard broadband to virtually all communities in the UK within the lifetime of this parliament (2015) BDUK Goals • To ensure the efficient use of funding to deliver Superfast Broadband and Standard Broadband and • To assist other Government initiatives which are dependent on customers ability to access Broadband based services.

Rural Overview • £530m to 2015 - potential for an extra £300m until 2017 • Projects require extra match from Public sector and Private sector • There are sources of European funding (e.g. ERDF) to leverage funds provided by BDUK • Other public sector sources (Councils, DAs etc.) • Given the potential economic benefits and the possibility for enabling public service transformation, local public bodies may choose to provide additional funding for broadband projects

Local Broadband Plan • Covers the whole of an area, we encourage a partnership approach • The strategy should look at: • Transformation of services • Economic development • Links to corporate plans • Social inclusion • Existing broadband initiatives • Demand programs will be important to deliver sustainable revenue • Community approach will also need to be identified inc. existing networks, community approach to demand stimulation

Super-Connected Cities • Key Facts • Chancellor announced in Autumn Statement (Nov 2011) £100 million to create up 10 “Super Connected Cities”. • In Budget 2012, the Chancellor announced a further £50 million for a Phase 2 to enable smaller cities to become super-connected. Eligibility confined to cities with Royal Charters and more than 45,000 core urban dwellings (35,000 in Northern Ireland). • Super Connected defined as: • Providing access to fixed broadband with download speeds of a minimum of 80-100Mbps; • High speed mobile connectivity • Proposals to cover as wide a contiguous area as possible within the city.

MIP • We have committed £150 million in capital expenditure to improve mobile coverage and quality where existing coverage is poor or non-existent. • Some areas of the UK are not provided with any mobile coverage by mobile network operators and other areas receive low quality coverage which results in a poor level of customer experience. • In certain areas of the UK – particularly rural areas - there is a limited commercial case for market-driven private investment to improve coverage and quality of service. • Increasing mobile connectivity will support business growth, extend access to key public services which are delivered online, and to bring an improvement for mobile customers across the UK.

Rural Community Broadband Fund • The Defra/ Broadband Delivery UK (BDUK) £20 million Rural Community Broadband Fund (RCBF) was launched on the 29th November 2011, as part of the Rural Economy Growth Review (REGR). • Initially applicants were invited to submit Expressions of Interest (EOIs) by the 31st January • 2nd round opened on the 10th May and will close on the 6 July 2012 • Fund details on the RDPE network website with links to DCMS and BDUK www.rdpenetwork.defra.gov.uk

Demand Stimulation • Develop effective partnerships to drive individual, business + public sector demand • Encourage local activists to inspire further demand using enthusiasm, energy + skills • Work with the LEP, Chamber + FSB to drive demand in SMEs + encourage new start ups • Ensure every public service is working towards delivering services digital by default • Go ON UKHas picked up the baton from Race Online 2012 to get the final 8.12M online and encourage everyone to improve their digital skills • Go ON UK will work with its partners in all sectors to raise awareness of the benefits and put in place the practical steps needed to ensuring all organisations make the best use of digital technologies

Go ON Partnerships • Create compelling marketing messages to sell the benefits of superfast + drive demand • Support people + businesses to build their skills + digital capability • recruit + manage networks of digital championsto share skills and build individual + business capability • invest, exploit + sustain
