  6. Community Input to Local Planning PTC Each community needs a method to meet an obligation to ensure quality of life. Kellogg Beach – Recreational Open Space Architectural scale – Aesthetic Open Space Healthy families – Air & water quality Quality of life – Peaceful Community Bluff and Bayfront erosion Child friendly neighborhoods Traffic Catastrophic risk Views of nature

What we gain with a Peninsular Town Council PTC Protection of all property values Preservation of architectural scale Health Families Quality of life Economic impacts on local businesses Bluff & beach erosion and restoration Peaceful congenial neighborhoods A town council can be effective about operations and projects of the Airport, Port of San Diego and Navy, as well as mounting environmental and economic costs to the Peninsula from development around us.

  8. Peninsular Town Council Structure PTC ARTICLE I:  NAME The name of this organization is to be Peninsular Town Council, Inc. (A California Corporation).  Peninsular Town Council, Inc., is [to be] designated a 501(c)(4) tax exempt, nonprofit organization.  Peninsular Town Council, Inc., is also known by the acronym PTC. Peninsular Town Council Purpose PTC ARTICLE II:  OBJECTS AND PURPOSES The objects and purposes of this organization are to express the will, to represent the welfare, and to sustain the spirit of the community of Point Loma by: • Providing a forum for the discussion of community issues; • Communicating the views and needs of the community to appropriate agencies; • Taking appropriate action on community issues; • Promoting the general betterment and beautification of the Peninsula communities and the welfare of its residents; • E. Fostering cooperative efforts among all community organizations and residents for their mutual benefit. Source: obtowncouncil.org

Point Loma Needs Solutions – Not explanations PTC Persisting problems are seen as “insurmountable”… San Diego International Airport Naval Base Point Loma Kellogg and Bessemer Beaches Public Safety Sunset Cliffs erosion Air and Water Pollution Traffic and Mobility Housing affordability …simply because we have no political structure to address them!

  11. California law requires that each county and city in the state develop and adopt a general plan. Local Government Accountability

  12. A general plan is a statement of development policies with a map setting forth goals and policies.  A general plan must contain a minimum of seven state-mandated elements. Land Use Open Space Conservation Housing Circulation Noise Safety “…may contain additional elements the county or city wishes to adopt. Education, Air Quality, Environmental, Historical Preservation, Etc.”

  14. Land Use and Housing elements of a General Plan are primary priorities of developers and government -- Economics. Circulation, Noise, Health, Conservation, Open Space, Safety, Education are Quality of Life priorities for residents, neighborhoods and communities. Open Space Education, health and social welfare Conservation Circulation Noise Safety Historically, local input to all these elements is only by “public input meetings” for plans already negotiated between development interests.

  15. General plans of the city and county of San Diego are currently focused on economic goals of developers and local government agencies. This focus values density increases over quality of life with zero accountability for predictable impacts we know development permit fees can’t cover. We can’t raise development fees or assessments high enough to raise the money needed to deal with infrastructure already required, were we to add no density. Why are we still permitting development and not realistic about infrastructure?

  16. What is a Town Council? An elected board of neighborhood representatives. Pro-actively pursuing needs of the community Coalescing political will in support of community goals Engaging residents in every community Identifying and documenting qualities we must preserve Informing the entire community about relevant matters Reflecting values of the community’s cultural history Organizing successful stands for infrastructure accountability Supporting candidacies of those who support the community Funding activities that are in the community’s interest Representing Point Loma’s in wider jurisdictions
