In 2016, the projected total population of non-elderly individuals was 27 million, with estimates showing that 225 million could be insured without health reform. This leaves 53 million uninsured, of which about 40% are expected to be exempt from the insurance mandate. Consequently, over 30 million would remain uninsured but subject to the mandate. Many of these individuals might still opt for coverage, influenced by available tax subsidies. These insights are based on data from the Kaiser Family Foundation.
