Commercial Spaceflight Safety Committee • AST is chairing the IAF Commercial Spaceflight Safety Committee, established in 2008 • Co-Chairs are Virgin Galactic & Swedish Space Corp. • Idea is to discuss safety and regulatory policy issues, identify and advance best practices to maximize safety and international compatibility • Not to create standards   • Global discussion includes commercial industry, government agencies and academia

4. What is the IAF? The International Astronautical Federation (IAF) is an international non-governmental and non-profit organization established in 1951. The Federation encourages the advancement of knowledge about space and the development and application of space assets for the benefit of humanity. It plays an important role in disseminating information, and in providing a significant worldwide network of experts in the development and utilization of space.

5. IAF Member Organizations • The IAF has members in 48 countries and the membership is rapidly evolving, including nearly 200 organizations. • The IAF is composed of space agencies, space companies, societies, associations and institutes. It is a Federation of volunteers. • COMSTAC member organizations that also belong IAF include (NGC, LMC, ATK, AIAA, Boeing)

6. What is the IAC Every year since 1951, the Federation (IAF) together with its associates, the International Academy of Astronautics (IAA) and the International Institute of Space Law (IISL), has organized the International Astronautical Congress (IAC). The Congress constitutes the most well-known IAF activity and it is hosted by rotating member countries. IAC encourages the advancement of knowledge about space. It is held in connection with a major space exhibition. Its intention is to enable representatives from the space industry, space users, space policy makers, students, young professionals, researchers and academicians to meet and exchange experiences and knowledge, and to develop worldwide cooperation programs.

10. IAF Technical Committees The 22 IAF Technical Committees are composed of space experts and visionaries which discuss and anticipate the evolution of space activities. The committees select papers at the IAF Spring meeting and by doing so they contribute to set up the technical program of the Congress.

12. FAA/AST Involvement with the IAF • Dr. Nield presented paper entitled, “The Origin and Practice of U.S. Commercial Human Space Flight Regulation” in Scotland 2008 • AST staff also attended (as well as previous IACs) • FAA/AST became an IAF member in 2008 • Started the Commercial Spaceflight Safety Committee in 2008 • AST staff are now members of Young Professionals Program Committee & Entrepreneurship and Investment Committee • AST staff attended annual IAC planning meetings in Paris this spring

13. IAF Commercial Spaceflight Safety Committee(CSSC) • Safety and regulatory policy issues related to commercial robotic and human spaceflight. The committee will entertain unmanned concepts as they relate to the development of commercial human systems or on a case by case basis. The committee shall: • Identify common needs and issues • Share efficiencies • Develop opportunities to advance best practices to maximize safety and international compatibility for commercial human spaceflight endeavors • Goal is not to create regulations or standards but rather to exchange information between international players • Chaired by AST • Co-Chaired by Swedish Space Corp & Virgin Galactic • First meeting at IAC in Daejeon, South Korea October 2009 • Papers for 2010 IAC in Prague

14. IAF Commercial Spaceflight Safety Committee(CSSC), continued The Commercial Human Spaceflight Safety Committee activities shall be devoted to identifying, assessing, and promulgating effective means of establishing best practices for and verifying the safety of various types of human rated transportation systems, operating procedures, and support operations, and the appropriate public policies supporting those activities, as they pertain to supporting the development of a safe and successful commercial human spaceflight industry. http://www.iafastro.org/index.php?id=1015
