  2. This Presentation will Cover The Objectives of Section 1201(c) of the American Recovery and Reinvestment Act (ARRA). Who should submit a 1201(c) Report. What information FTA grantees are required to submit. When information should be submitted. How information should be submitted. 2

Section 1201(c) Statutory Language PERIODIC REPORTS. - (1) IN GENERAL. - Notwithstanding any other provision of law, each grant recipient shall submit to the covered agency from which they received funding periodic reports on the use of the funds appropriated in this Act for covered programs. Such reports shall be collected and compiled by the covered agency and transmitted to Congress. Covered agencies may develop such reports on behalf of grant recipients to ensure the accuracy and consistency of such reports.

  5. Section 1201(c) Statutory Language (2) CONTENTS OF REPORTS. - For amounts received under each covered program by a grant recipient under this Act, the grant recipient shall include in the periodic reports information tracking- (A) the amount of Federal funds appropriated, allocated, obligated, and outlayed under the appropriation; (B) the number of projects that have been put out to bid under the appropriation and the amount of Federal funds associated with such projects; (C) the number of projects for which contracts have been awarded under the appropriation and the amount of Federal funds associated with such contracts;

Section 1201(c) Statutory Language (D) the number of projects for which work has begun under such contracts and the amount of Federal funds associated with such contracts; (E) the number of projects for which work has been completed under such contracts and the amount of Federal funds associated with such contracts; (F) the number of direct, on-project jobs created or sustained by the Federal funds provided for projects under the appropriation and, to the extent possible, the estimated indirect jobs created or sustained in the associated supplying industries, including the number of job-years created and the total increase in employment since the date of enactment of this Act; and (G) for each covered program report information tracking the actual aggregate expenditures by each grant recipient from State sources for projects eligible for funding under the program during the period beginning on the date of enactment of this Act through September 30, 2010, as compared to the level of such expenditures that were planned to occur during such period as of the date of enactment of this Act.

  7. Section 1201(c) Statutory Language (3) TIMING OF REPORTS. - Each grant recipient shall submit the first of the periodic reports required under this subsection not later than 90 days after the date of enactment of this Act and shall submit updated reports not later than 180 days, 1 year, 2 years, and 3 years after such date of enactment.

  8. FTA’s 1201(c) Reporting Framework • Direct recipients report to FTA. • Any recipient that has been awarded an ARRA grant in TEAM by January 31, 2011 must report. • Report on a grant-by-grant basis. One report per grant, regardless of the number of grant amendments. • Report cumulative information reflecting activity through 1/31/11. • Submit reports into TEAM.

  9. What you will not need to report • Project number, Section of Statute, Recipient Name, DUNS number, award amount, award date. • This information will be pre-populated in TEAM.

  10. What You Will Need to Report • Total Amount of funds in the grant that has been committed • Enter amount of funding associated with commitments (i.e., a signed contract) that cannot be cancelled w/out penalty. • Enter amount of funding that has been programmed for in-house projects.

  11. What You Will Need to Report • The amount of funds in the grant that have been expended. • Report total expenditures that have been incurred through 1/31/11.

What you will need to report • Number of contract solicitations issued. • Report solicitations that have been advertised for bid. • Report solicitations that were advertised between 10/1/08 and 2/17/09 under pre-award authority. • Report solicitations issued prior to 2/17/09 but for which an option is being exercised. • Amount of funds from the grant associated with solicitations.

  13. What you will need to report • The number of contracts awarded • Report the number of signed contracts. • Report the number of pre-existing contracts under which an option has been exercised. • The amount of funds in the grant that are in awarded contracts.

  14. What you will need to report • The number of contracts for which work has begun. • Report the number of contracts for which a notice to proceed has been issued. • The amount of funds from the grant in contracts for which work has begun.

  15. What you will need to report • The number of contracts that have been completed. • The amount of funds from the grant in contracts that have been completed.

  16. What you will need to report • Hours associated with direct jobs. • Report cumulativehours worked through 1/31/11. • Include hours worked on vehicle manufacturing, if you have purchased vehicles made to order and took delivery of the vehicles prior to 1/31/11. Contact vehicle manufacturer for the hours. • Do not report hours associated with indirect or induced jobs.

  17. What you will need to report • The total amount of capital funding from State resources that you planned to expend for the program that funds this grant as of February 17, 2009 during the period from 2/17/2009 through 9/30/2010. • The total amount of capital funding from State sources that you have expended for the program that funds this grant during the period from 2/17/2009 through 9/30/2010. • For grantees reporting on multiple grants, do not double count this information--enter the state information in one of the grants.

  18. The Comments Field • An opportunity to explain or provide context to the numeric information reported. • Not necessary to provide a narrative on the status of the project or types of jobs created.

  20. What if you have closed an ARRA grant prior to February 1, 2011? • If you have submitted a final 1201c report in TEAM and your grant has been closed, you do not need to report for that grant in February 2011 or in 2012. • However, FTA may contact you if we have questions about the accuracy of the data you submitted in the final report. • If a change to the data submitted in the final report is needed, you can email the change to our regional staff and we can change the data in the report you had previously submitted (you do not need to go into TEAM to change your report). • FTA will be contacting some of the grantees with final reports submitted to confirm that their maintenance of effort information is still accurate. • If you are ready to close your grant during the February 2011 reporting period, you should submit a final 1201c report using the closeout module.
