  2. Introduction • This presentation provides a brief description of the development Worldwide in the last two decades related to improvement of the national statistical systems. It goes further to explain how the support to statistical development is being financed. Given the author’s experience as a manager of the Development Data Group in the World Bank for many years it mostly provides examples about the technical assistance programs and financing vehicles supported by the World Bank but touches selectively other international organizations and bilateral supporters. The paper provides some ideas on how the International Statistical Institute can/should get more involved in supporting statistical capacity development Worldwide.

  8. The Role of ISI • It is obvious that ISI should do more to improve statistical capacity in different parts of the World. Given the membership of ISI consists of academics and official statisticians, it is uniquely qualified as an organization to provide training and capacity development. It may also to support the country adherence to the “Open data policies” by providing advice on legal matters, methodological issues, and some other aspects of open data agenda. • The engagement of ISI may have several of modalities.

  9. The Role of ISI (Cont.) • ISI acts as a consulting firm bidding for lots in projects which are financed by countries themselves or donors. ISI should position itself by allocating some resources initially needed to get engaged in such activities – tracking announcements on the web, preparing expression of interest, preparing proposals. At the same time ISI has to put a prospective team of consultants who, if the contract is awarded to ISI, will do the job. These processes take a long time and there is no guarantee for success. • ISI may wish to establish a trust fund by collecting money from donors active in the field supporting statistical capacity building. Some immediately come to mind – UK DFID, European Union, African Development Bank, Islamic Development Bank, World Bank and others. When a trust fund is established ISI can announce a program which they will support. ISI comparative advantage would be short term consultancies and training.

  10. The Role of ISI (Cont.) • The third avenue would open if an ISI committee of the Network of International Statisticians is established. The author was asked to explore the possibilities and has provided the Coordination Committee for Statistical Activities (CCSA) with suggestions how to do it. If this happens ISI will have an arm consisting of statisticians working in multilateral organizations, bi-lateral aid agencies, national statistical offices involved in technical cooperation, as well as a large group of retired statisticians involved in statistical consulting. Such committee would be uniquely placed to support ISI activities in statistical capacity building.

Conclusions • This presentation provides an overview on how the international community responded to the needs to improve statistical systems Worldwide by providing technical assistance, guidance, and financial resources. It tells the story of how policy makers in the developing and developed world are becoming more involved in supporting improvement in statistical systems. It is a huge job by the country statisticians, but also involves a strong participation from the international community. The paper has focused on this side of the story. • It is focusing on the work done by the World Bank, but looks briefly at the technical assistance activities provided by other multilateral, as well as bi-lateral, organizations. • It makes a few suggestions on how the International Statistical Institute can get more involved in improving official statistics Worldwide.
