COORDINATION: What can be found in the VPA? • VPA is a trade agreement that identifies needs: • Annex 8: Implementation Schedule: • Time frame of activitse [5-10 years] • Annex 9: Accompanying Measures: • List of needs • Annex 11: Joint committee: • Functions of the different monitoring facilities

  3. COORDINATION: Whatis not found in the VPA The VPA isnot a cooperation agreement: • There are no identifiedfunding sources. • There is no budget. • There is no annual action plan. • There are no heads of implementation. • There are no resultsindicators.  There is no operational document.

  4. VPA And yet there are numerous projects underway Revision of the legalframework Impact monitoring Independent audit Capacity building Information, Transparency Independant observation Traceability Domesticmarket Legality

  5. And there are funding sources EUD EFI EC FAO FED Sectoralprogs. Bilateral coop. Cameroon: FAO (12), EC-HQ (3), EUD (6), GTZ (1), FED (3)  25 projects!!! State budget Private operators

  6. “Idle time: • Who does what? Who guides? How? • Launching of isolated projects, at times poorly formulated, insufficiently suitable, with no connection with the policy process and with no impact at the national level • Poor efficiency: loss of quality, loss of time, loss of money Observation Degree of mobilization Time Signature Remobilization

Coordination: FAO Initiatives • Selection of ourprojects: • Approval from the government on each of our projects • Link with the VPA roadmap (targeted AaPs) • Obligatory sharing of results • Synergy with other encouraging initiatives • Coordination meetings: • Unites all FLEGT initiatives • At the invitation of the EUD and chaired by the government • Information sharing and identification of synergies and gaps • The dynamic to revive under the Joint Monitoring Committee (JMC) with a more operational objective.

Coordination: FAO Initiatives (2) • Collaboration with the EUDs • Coordination of respective Calls for Proposals • Participation of the EUDs in the projectselection/monitoring • Collaboration with EFI • Joint mission, sharing information, work plan • Joint communication activities (publications, workshops, newsletter, etc.) • Collaboration with the governments • Joint definition of prioritythemes • Continue support to coordination
