MTAC Workgroup # 83 Background – Issue Statement • The quality of First-Class Mail service is important to both Mailers and the USPS. • BMM is not measured by EXFC. • There is a need to develop an inexpensive yet statistically reliable service measurement tool for Bulk Business First-Class Mail.
