QTS Technology Impact Assessment – Business AnalysisPurpose The business analysis is intended to build a technology assessment by focusing on business transformation across the Agency. • Expected Outcomes: The QTS will: • Better understand the impact of business changes on EPA’s Technology Infrastructure • More proactively forecast future investment needs for the Technology Infrastructure • Be able to better inform the budget recommendation process • Fine tune a planning technique for future QTS decision making

QTS Technology Impact Assessment – Business AnalysisFollow-up from December HPO Brainstorm At the December QTS meeting, several business areas were identified during a brainstorming session. • FOIA/e-Discovery • Basic Support for Workforce (e.g. PeoplePlus, Govtrip) & Workplace (i.e. security systems) • Alternate worksites/Telework (provisioning) • Travel • Emergency Response • Alternate Worksites • Communications/Outreach • Ability to collaborate online with ext. partners • Support of grants, contracts, GIS+ • Information Access EPA  outside sources • Access to program data and models • Focus on Business lines of the Agency • Regulations writing (comp. tools) • Customer Relations • Budget Development and Execution • Policy Development/Interpretation • Lab work and analysis • Strategic Planning Process/Cycle • What’s needed to run office/basics need to run under complete technical failure • HR (Hiring, retain workforce, education, access to expertise) • Facilities (greening) • Secure Telecommunication • Voice (tools vs. business drivers) • Architecture – Technical • Emergency Response/COOP • Service Level Expectations (tiers of service) • Factor in geographic distribution • Factor in implementation on Agency infrastructure • Define Support; 17,000+, specialties • Develop Performance Metrics

QTS Technology Impact Assessment – Business AnalysisUnderstanding Our Changing Business Environment Using a repeatable methodology for each business area, we used many sources of information to identify changes to the business. • Framework • Reuses information from CPIC and EA processes (business cases, segment review meetings, system milestones) • Analyzes each of the following: Strategic Goals, Business Objectives, Tactics for Achieving Business Objectives, Technical Changes, Technology Impacts • Expands analysis to encompass additional materials such as PART scores, GAO Reports, program strategic plans, and detailed system documentation • Results • Compiled into Business Transformation Frameworks to facilitate discussions with each business area • Transferred into Business Area Analysis sheets

  8. Understanding Our Changing Business Environment We used a methodology to analyze the impacts of business changes that emphasized reuse of information. We consulted many sources and worked with the programs, extracting data from business cases, transition milestones, and other sources.

QTS Technology Impact Assessment – Business AnalysisTrends in the IT Portfolio (2008-2009) There are rollouts of new functionality, an increase in Enterprise Tool dependencies, more external sharing, and significant movement of systems. Retirement There are 4 retirements by ’09 (2 more by 2014) • Examples (2008-2009): • OPP will retire OPPIN & LUIS with PRISM launch • OSWER will retire “RMP Submit” with SRMP launch • Examples (2010-2014): • OECA will retire the Permit Compliance System and Air Facilities System with ICIS phased deployment Over 60 systems will be changing. We plotted the milestones on a graph and used key indicators to determine trends. Examples are shown below. See Handouts • Moves • Beginning in 2010, there are 3 significant moves • OARM will move HR processing and PeoplePlus to Shared Service Centers • OARM will move IGMS to the Grants Management LoB at HHS • OCFO may move the Financial Replacement System offsite

QTS Technology Impact Assessment – Business AnalysisTechnology Infrastructure Impact With so many changes, we needed an impact assessment framework to understand the magnitude of impact both individually and across the Agency. • Framework • Uses technology requirements from business area analysis, isolating those with important infrastructure impacts • Performs a more detailed impact assessment on the top 2-3 requirements (per business area), assessing the following:1. User Environment, 2. Network/Telecommunications, 3. Application Hosting, 4. Security • Uses a scale from -3 to 3 to indicate magnitude of impact NOTE: Negative numbers indicate a decrease in required capacity, number of devices, etc. Objective: Results of this assessment are intended to inform your budget decisions.

QTS Technology Impact Assessment – Business AnalysisTechnology Infrastructure Impact Results from the assessment are provided in each of the following areas. • User Environment Technologies – Examining devices, operating systems, business/office applications, audio and multimedia, etc. • Network and Telecom Technologies – Including LAN/WAN, remote access, internet access, etc. • Application Hosting Technologies – Including application technologies (such as application servers, web servers, etc.) and data technologies (such as DBMS, GIS, document management, etc.) • Security – Including authentication, firewalls, antivirus, content filtering, etc.
