Limitations • Incompleteness of the data • To be rectified before the end of the year • Information systems of authoritative sources not structured to report on some of sector-wide indicators • Started discussions on this issue • Urgently need a system for harvesting data from the district level and from authoritative sources • Weak capacity of M&E unit of MOH Ministry of Health and Partners Summit, Miklin, 13 - 17 Dec 2004

Pro-poor Service and Resource Allocation • Financing • Pro-poor resource allocation criteria applied to 2004 budget • Cabinet approved health sector proposals under HIPC • Targeting • System for identifying the poor under NHIS defined and included in the draft Legislative Instrument • Proposal for implementing deprived area incentive developed and implemented • Maternal exemption implemented in 4 deprived regions and proposal for extending it nationwide developed Ministry of Health and Partners Summit, Miklin, 13 - 17 Dec 2004
