  2. What has happened so far?

The key elements of the Commission proposal • Support implementation of Transport White Paper through new infrastructure policy including: • Dual layer approach based on an objective methodology: core and comprehensive network • Ambitious standards for all infrastructures • Common deadlines to achieve network (2030/2050) • Corridors and coordinators for implementation • Regulation instead of decision

The results: Maps • A core and comprehensive network based on an objective methodology • Parliament and Council accepted and adjusted the methodology • Comprehensive network to ensure accessibility to all regions • Core network focussing on strategically most important parts • 103 seaports, 93 airports, 81 inland ports in the core network • Delegated acts to adapt comprehensive network according to traffic flows (inclusion/exclusion of nodes)

The results: Standards • Comprehensive network • Mainly basis for specific legal acts (e.g. tunnel safety directive, TSIs, Single Sky, etc.) • Rail: ERTMS + electrification with possibility for exemptions • Inland waterways: class IV with possibility for exemptions • Safety and security, environmental protection, climate resilience, accessibility for all users

The results: Standards • Core network • Road: express roads or motorways, parking areas, alternative clean fuels • Rail: ERTMS, electrification, European track gauge • Rail freight lines: 22.5 t axle load, 740 m train length, 100 km/h line speed • Alternative clean fuels for ports, inland ports and airports • Possibilities for exemptions by the Commission under certain conditions

The results: Deadlines • Comprehensive network 2050: • "Member States shall make all possible efforts with the aim to complete the comprehensive network and comply with the relevant provisions of this Chapter by 31 December 2050." • Core network 2030: • "Member States shall take the appropriate measures for the core network to be developed in order to comply with the provisions of this Chapter by 31 December 2030"

The results: the implementation tools • Coordinators and Core Network Corridors • Support the implementation of the core network • Synchronise investments in order to optimise network benefits • Multimodal, involving at least 3 Member States • Flexible governance structures • Involvement of stakeholders • Coordinators for ERTMS and Motorways of the Sea • Geographical description of corridors is contained in the Annex to the CEF

The results: European Coordinator • Nominated in agreement with MS concerned and after consultation of Parliament and Council • Acting on behalf of Commission • Commission to provide secretarial assistance • Draws up work plan together with MS concerned • Chairing the Corridor Forum • Possibility to set up working groups • Interoperability, intermodality, cross border projects • Consulting local authorities, civil society, users etc. • MS shall cooperate with Coordinator

The results: Corridor Forum • Consultative Body • No details on participants in the regulation, but MS to agree on membership • Likely participants: MS, infrastructure managers, ports, airports, regions, Interreg cooperations, … • Main activity: consultation when preparing work plan and follow up the implementation • No decision power
