Objectives of One-Stop Service Centre • Better coordination of FDI process to facilitate the investor • Effective cooperation between members of the “Promoting Team” • Elimination of unnecessary processes to save time in issuing licences and permits • Handhold the investor to streamline the process • Enable investment decisions happen faster than competitor locations • Win more investment projects
How a One- Stop Service Centre works • Proactive service to support potential investors and based in RDA offices • RDA is lead agency and MELE will direct investors to One-Stop Service Centre • Account executive from RDA will be main point of contact for each investor • Account executive will • Set up and attend meetings with investor • Help in explaining and filling forms • Guide the investor through the local “bureaucracy” • Other organisations which issue permits and licences appoint an FDI “specialist” to help prospective investors • Map out permits and approvals needed for investment and eliminate unnecessary processes
Performance Indicators • Identification of the key organisations in the county which should be involved • Commitment by way of Operational Agreement signed by these organisations. • Nominated person(and alternate) from each organisation • Map of the procedures for business registration, licensing, construction and other permissions,the organisations which will issue these, and the times required for approval • Unnecessary processes eliminated • Client Charter produced, posted on the RDA website and displayed in the reception area of its offices

Objectives of Aftercare • Add value to clients by helping to solve their problems • Reduce the possibility of “nasty surprises” • Develop long term relationships and understanding of the company strategy • Influence strategic thinking of investors and encourage expansions and other value chain projects • Increase the value to Croatia through “supplier development” • Build the brand image of Croatia to help attract other foreign companies • Better understand barriers to investment • Make suggestions for business climate improvement to a Policy Advocacy Group Seminar "Imovinski standard", 29. i 30. lipnja 2010.
How Aftercare works • RDA act as lead coordinator at county level • MELE and RDA agree objectives of programme and how national level issues will be handled • Database of existing investors prepared by RDA • Meetings with all investors in county to understand issues- not just problems but also development potential • Prioritise clients on basis of development potential and other importance • RDA account manager meet key clients every 6 months • Modest budget needed for travel and hospitality • Investor views fed to Policy Advisory Forum Seminar "Imovinski standard", 29. i 30. lipnja 2010.
Performance Indicators for Aftercare • Objectives of Programme agreed with MELE • Priority companies and reasons for selection, account manager for each company • Reports of 6 monthly meeting with priority companies • Identification of linkages opportunities with local or foreign companies • Investor problems satisfactorily resolved • Barriers to investment and proposed improvements to business climate referred to Policy Advocacy Group Seminar "Imovinski standard", 29. i 30. lipnja 2010.

What is Policy Advocacy • Policy Advocacy and Aftercare are separate but related programmes • Policy Advocacy uses information gained in aftercare to decide on which “barriers” and which “product development” initiatives should be pursued • Includes both local level issues and issues which can only be resolved at national level • Industry sectors identified as targets by the county will have key influence on Advocacy agenda • Critical to have institutional framework in place. Objectives of Policy Advocacy • Improve the business and investment climate of counties for both domestic and foreign owned companies • Involve stakeholders in “product development” to build regional sectoral competitive advantage • Build the infrastructure, technological capability and skills necessary to attract higher-value investments • Develop “brand Croatia” by removing barriers to investment • Get a better and fairer balance of FDI throughout the counties of Croatia Seminar "Imovinski standard", 29. i 30. lipnja 2010.
