What is the Fast-Track mechanism? • Secure REDD+ countries access to satellite data tailored for their NFMS • Both core and complementary data • Needs based – priority for the most «ready» REDD+ countries, organized by unit related to REDD in FAO • Dedicate financial resources to purchase and process data on a grant basis • Technical support for proper use of data • Close collaboration between space data community (GFOI) and main REDD+ implementing institutions (FAO, WB) Norsk Romsenter – www.romsenter.no

The need for a Fast-Track Delivery Mechanism • Fast-track to meet urgent needs in REDD+ implementing countries • Central actors (FAO, GFOI, WB, NICFI) have all received messages from REDD-countries of the urgent need for improved data access • Lack of access to raw imagery data, pre-processed data and preliminary products is draining resources and blocking MRV-progress in REDD countries • FAO- staff: «RS-data access is the weakest link of MRV-work» • Support institutions spend significant resources on basic pre-processing, time that is needed for more knowledge-intensive and analytical services Norsk Romsenter – www.romsenter.no

REDD-countries are getting ready for RS • After 6 years, most developing countries with forest participate in some or several REDD-processes • UN-REDD has 46 members +20 partner countries • World Bank FCPF has a similar number – overlap • GIZ, JICA, NICFI, EU-REDD, Mexico, Brazil, USGS/Silva Carbon, Finland also have programs • Some countries participate in 5-6 initiatives • 16 countries have National REDD-programs • Norway has result based- agreements with Guyana and Brazil (possibly extending to Indonesia, Vietnam and Ethiopia) • FAO: at least twelve countries could today significantly benefit from a fast-track mechanism Norsk Romsenter – www.romsenter.no

Window of opportunity to create the mechanism • FAO as the lead MRV support for the REDD+ initiatives, will with (this effort) develop a stronger support and more cost-efficient RS-image access for the high and growing number of REDD-countries • SDCG is now to implement Element 2/GFOI space data services, of it’s strategy • WB considers centralization of access-services an necessary and important initiative • Norway wants to see the data reach the countries in a collaborative manner to boost MRV-efforts, and seeks partners to support the effort. • REDD-working institutions need a platform to pool compentecies and collaborate to improve data access and deliverables • FAO has the country contacts and is willing to lead Norsk Romsenter – www.romsenter.no

Next steps • Two-page concept note and action plan to be developed by Sept 12 by FAO/NSC for circulation and input from FAO, SDCG/GFOI, WB etc. • Test-project concept to be initiated by FAO in September, financed by NSC (NICFI). • Concept note to be presented to a few selected donors primo October. If «Go!» project proposal to be finalized by 1st of December • Mechanism to be established early 2014 with capacity for five or ten countries first year (depending on funding). Needed funding • Estimates are being developed for the concept note • Cost items: • Commercial raw-data – reduced cost through common negotiation terms for REDD+ implementing countries • Pre-processing of core and complementary data (internal/outsourced) • Processing/combining – preliminary products • Infrastructure (cloud, lines, interface) – national/provinces • (Capacity building (coordinated with similar efforts)) • Management and coordination of mechanism • Cost will differ dependent on the country.
