    2. Support for Cleanup Activities Loans and Subgrants Petroleum and Hazardous Substance Contamination The EIERA was awarded a $1 million grant from the EPA to capitalize a revolving loan fund. A subsequent award of $1.1 million was received under the ARRA. The program marketing targets smaller cities, both rural and suburban although any locale could be eligible. Funds are available to cover the costs of brownfields cleanup. The overall coordination of the cooperative agreement is carried out by the EIERA, with technical assistance and cleanup oversite provided by the Missouri Department of Natural Resources. Parties liable for contamination under Section 107 of CERCLA may not receive funding. In addition, properties falling under certain exclusions are inelgibile.     3. Loans No maximum principal amount Flexible and Negotiable! Available to for-profit corporations, not-for-profit corporations, and governments or quasi-government agencies. There is no maximum principal amount for loans and the interest rate will not exceed 3%. Eligible loan applicants can include individuals, for profit corporations, not-for-profit corporations and governments or quasi-governmental agencies. The typical loan will be evidenced by a promisary note bearing interest at a rate of three percent (3%) per annum with one payment per month with a term of five years secured by collateral. The Application Review Team may recommend deviation from the standard terms and conditions where doing so would advance important social, environmental and redevelopment goals. Deviation from the standard may include one or more of the following: lower interest rate, longer term, periods of stand still, requirements for additional security or a due upon sale provision. Laclede Power Plant $439,00 to clean up LBP & ACM $16 million rehab to commercial uses MDLPG, Inc. is using Missouri Brownfields Revolving Loan Funds to remediate the former Laclede Power Plant at Lacledes Landing in St. Louis. The downtown river front has been larley abandoned since construction of Highway 70 which virtually cut it off from the rest of the downtown area. This $16 million project includes the newly constructed River View Park and is at the head of the renovated Downtown Riverfront Trail, owned and operated by a non-profit organization. As planned, the Laclede Power project will create 64,000 square feet of commercial, retail and office space and a projected 100 jobs netting annual salaries of just over $6.4 million. This project will not only generate jobs, but will renovate and rehabilitate a historic structure, extend north the recent trend of successful development and increase the value of surrounding properties thereby adding to tax revenue to the City.MDLPG, Inc. is using Missouri Brownfields Revolving Loan Funds to remediate the former Laclede Power Plant at Lacledes Landing in St. Louis. Subgrants $100,000 maximum principal amount* Available to political subdivisions, Indian Tribes and qualifying non-profit organizations Subgrants will be available to public entities unable to obtain adequate funding due to the size of the community, income levels, or other environmental justice factors. The maximum principal amount of a subgrant may not exceed $100,000 per site. (*$200,000 if ARRA $) Subgrants will be made only to entities that would be eligible recipients owning fee simple title to the properties that meet the definition of brownfields to be cleaned up including: political subdivisions, indian tribes, and qualifying non-profit organizations. Subgrants will be available to public entities unable to obtain adequate funding due to the size of the community, income levels, or other environmental justice factors. The maximum principal amount of a subgrant may not exceed $100,000 per site. (*$200,000 if ARRA $) Subgrants will be made only to entities that would be eligible recipients owning fee simple title to the properties that meet the definition of brownfields to be cleaned up including: political subdivisions, indian tribes, and qualifying non-profit organizations.

Linn County Historical Museum $100k for LBP Former Linn County Jail Not-for Profit converting to museum Linneus is located in an economically depressed area of northern Missouri and has a population of 369 people. The Linneus Historical Society has successfully restored a number of buildings in the community and would now like to turn the former jail, currently contaminated by asbestos and lead based paint at levels unacceptable for public use, into a museum and office for the Society. Located just a few miles from the General John J. Pershing Boyhood Home State Historic Site, Pershing State Park and the Locust Creek Covered Bridge State Historic Site, the Society hopes to capitalize on and enhance the historical tourism in the area. The goal is to provide enough attractions in the area to justify over night stays by their visitors, thus spurring development of hotels, restaurants and other businesses needed to support tourism. In addition to housing a museum with displays depicting the history of the jail and area, the building is significant in that it is one of the few remaining jail/resident structures in the US and was the residence/office of the first woman sheriff in Missouri.Linneus is located in an economically depressed area of northern Missouri and has a population of 369 people.     9. How Does it Work? The RLF pre-application is designed to establish property, applicant and project eligibility. RFL applicants must meet the defintion of eligible entity and the site must meet the defintion of a brownfield as defined in the Brownfields Law. Once the project has been determined to be eligible, applicants are invited to submit a full application. The full application is subject to credit review and analysis and is forwarded to the Review Team for recommendation. Review Team recommendations are forwarded to the EIERA Board for approval. Prior to full execution of funding documents, applicants must apply to the MBVCP. The Draft Cleanup Action Plan must include Analysis of Cleanup Alternatives per ABCA standards. With assistance from the EIERA, the borrower or subgrantee develops and implements a Community Outreach Plan that will provide opportunity for the community to review the Draft CAP and make comments thereon. For loans, payments can be made on a schedule or reimbursement; for subgrants, reimbursement only. When cleanup is complete, the borrower or subgrantee receives a NFA letter from MDNR.     15. Community Involvement Draft CAP/ABCA Community Input The draft cleanup action plan must include Analysis of Brownfields Cleanup Alternatives (ABCA) per EPA standards. A project can bid for a consultant to provide these services out of the award, can pay for the service independent of the award, or in some cases can use contractor pre-selected by the EIERA. The recipient must establsih and maintain an administrative record to include all loan/subgrant documents. Along with the EIERA, the recipient develops and implements a Community Involvement Plan that will provide opportunities for the community to review the ABCA and make comments thereon. Reasonable public notice and at least one public meeting are required. The draft cleanup action plan must include Analysis of Brownfields Cleanup Alternatives (ABCA) per EPA standards. Payment can be made on a schedule or reimbursement basis for loans, reimbursement only for subrants. The recipient commences loan repayment under the loan terms and the EIERA uses repayment funds to replenish the loan fund. The EPA has agreed not to plan or anticipate action relating to BVCP sites after closure by MDNR. This certificate is submitted to the EIERA, along with a final report. Payment continues until the loan is repaid.When the BVCP is satisfied that the cleanup has met objectives, MDNR provide the applicant with a Certification of Completion or no further action letter. The majority of the funds will be returned to the program and be available to loan again., allowing more cleanup and redevelopment benefits. The short repayment period for loans and assistnace in finding funding from many sources should help every dollar go further to achieve these benefits. Brownfields loans and grants will provide the seed money for communities to address the health threats and blight that are barriers to redevelopment and economic recovery.
