  3. What is the role of a Church School? Pupils and their parents in Church schools are entitled to – and should be encouraged to – expect the highest standards of teaching and opportunities for learning. Church schools must be responsive to parents and the communities they serve while celebrating their distinctive Christian ethos. More than ever, as economic pressures drive a utilitarian approach to education, children in Church Schools should experience Christianity as part of their moral and spiritual development, reflected throughout the curriculum.   4. What are the responsibilities of a Foundation Governor? Foundation governors are appointed by the Diocesan Board of Education or external trust and bring their particular experiences and skills to: • ensure that school practice and policy is in line with the Trust Deed or Instrument of Government • help to develop the school’s distinctive Christian character • support the DBE in its landlord responsibility for the school buildings • play a full role in every aspect of school governance Board of Education

Trust Deeds A Trust Deed of 1874 To hold the same [land] and to the use of the said Diocesan Trustees… for a School for the education of children and adults or children only of the farming labouring manufacturing and other poorer classes in the Parish of […..] and for no other purpose. And it is hereby declared that such school shall always be in union with and conducted according to the principles and in furtherance of the ends and designs of the National Society for promoting the education of the poor in the principles of the Established Church throughout England and Wales... Instrument of Government Ethos Statement Recognizing its historic foundation, the school will preserve and develop its religious character in accordance with the principles of the Church at parish and diocesan level. The school aims to serve its community by providing education of the highest quality within the context of Christian belief and practice. It encourages an understanding of the meaning and significance of faith and promotes Christian values through the experience it offers all its pupils. Board of Education

Church Schools across the Diocese Voluntary Aided Foundation Governors have overall majority Diocese procures capital works (Governors contribute 10%) Governors decide on R.E. programme (Diocese strongly recommends Agreed Syllabus) Governors employ staff Governors set and administer admissions policy • Voluntary Controlled • 2/3 Foundation Governors (appointed DBE) • LA procures capital works R.E. follows Agreed Syllabus • LA employs staff • LA sets and administers admissions policy • Academies • Governing Body has same basic structure as before conversion • Academy Trust employs staff • Academy Trust sets admissions policy • Capital position not yet clear Board of Education

Denominational Inspection • Now “uncoupled” from OfSTED (every 3 / 5 years); • New Framework imminent (April 2013) • ‘Within the context of a distinctively Christian character,’ it assesses: • How well the school meets the needs of all learners (Christian values, relationships, spiritual development) • The impact of Collective Worship on the school community • The effectiveness of Religious Education (VA Schools) • The effectiveness of the Leadership and Management of the school as a Church School Board of Education

Support available to Schools and Foundation Governors – the SSS • School Support Structure • Access to free training for staff and governors • Access to advice services • Support for buildings projects • Attendance at Governors’ meetings Diocesan School Support Consultant (DSS) • Reviewing the school (termly visit) • Advising the headteacher • Formulation of bespoke school projects Board of Education
