Czech Defence Standard (CDS) Basic documents for development • Act No. 309/2000 Coll., DSCGQA; Governmental level • Resolution of the Czech Republic Government No. 1194/2000 • Ministry of Defence Order No. 26/2004 MoD level • Methodical instruction STAND 02 – CDS development and management (MoD area -DSCGQAA level) 2

CDS - Definition • CDS defines requirements for products, services or procedures in operational, materiel and administrative area, which are used for the defence of the Czech republic…….basic definition from Act No. 309/2000 Coll. • CDS must be in harmony with the Czech law environment • CDS must be in harmony with STANAG ratified by CZE • DSCGQAA coordinates CDS Development and Management 3

  4. Basic sources for CDS development • NATO SD (STANAG implementation, …) • Military SD of other governments (USA - MIL, UK - DefStan, …) • Result of the Czech military research - national position • Czechoslovak military norms (2000-2006) (Updating) 4

CDS - Development ProcessPreparation - Phase 1 Standardization proposal of CDS from: • MoD entities • Another administrative authority • DSD/DSCGQAA is responsible for: • Identification of CDS, Content of CDS • Giving reasons for the development • Suggesting CDS processor • Cooperating subjects • The date of validity 8

  9. CDS - Development ProcessPreparation - Phase 2 DSD delivers proposal to: • Standardization group custodian (expert line of MoD area) • Standardization group custodian to give his opinion and send it DSD back 9

  10. CDS - Development Process Preparation - Phase 3 CDS developed mainly by MTIs MTI – CDS developer proposes schedule: • Information related to CDS • CDS Content • Entities for CDS comment process • Proposes time schedule for each of 3 CDS periods development 10

  14. CDS - Development ProcessCreation - Phase 2 • 2nd draft of CDS – includes accepted comments + list of all comments - accepted and/or unaccepted • Comment process outside MoD area (companies of The Defence Security Industry Association of the Czech Republic) 14

CDS - Development ProcessCreation - Phase 3 • Final draft of CDS includes accepted comments + list of all comments - accepted and/or unaccepted • Final terminology and formal check • DSCGQAA can decide on any disputed comments • DSCGQAA director´s approval of CDS + its custodian appointment 15

  16. CDS - Development ProcessAdministrative Completion of Development • Electronic and paper forms are saved in DS Registry • Announcement – in The Czech Office for Standards, Metrology and Testing bulletin and MoD bulletin • All mentioned documents are savedin database IS STAN (DBA ADMIS) 16

CDS - Maintenance • Review of CDS • regular – periodically every 3 years • irregular – sooner if necessary • Result of review – Report on the review • Report on the review - recommendation for decision on CDS • All is ok – CDS preservation • Small correction – CDS – change • Significant correction – CDSnew edition development • CDS (content) isn´t actual – CDS cancellation 20
