  1. GATS Transition Update Renewable Energy Committee Meeting, May 13, 2008

Planning Activities • Market Manager informal meetings with OCE, industry stakeholders, CPM, and PJM-GATS started in February 2009 • Regular weekly update calls with Market Manager, OCE, and Program Manager began in March, have been continuing • Several proposals have been discussed but no final decision made • Key factor in decision-making is whether CPM’s contract will be extended for an additional year (still unknown)

Current Options for Transition • If CPM’s contract is extended: • Transition all projects to GATS by June 1, 2009, but some may transition earlier: • “New”/“Actual production” projects encouraged to establish GATS accounts starting June 1, 2008 • If CPM’s contract is not extended: • Transition all projects to GATS by September 1, 2008, but some may transition earlier: • “New”/“Actual production” projects encouraged to establish GATS accounts starting June 1, 2008 • In either case, all projects may continue reporting to CPM at least through August 31, 2008

Account Holder Responsibilities • Establish user account with GATS • Review, sign and submit PJM GATS forms • Schedule A (Generator Owner’s Consent, needed if facility owner is not registering facility) • Schedule C1 (Consent of Subscriber, required of every account holder) • Schedule E1 (Billing Information, required of every subscriber) • Once account is established, verify assignment of generating units to account • OCE will work with CPM and GATS to transfer existing account holder/generator relationships

  6. Account Holder Responsibilities • Note for Aggregators • To comply with NJ RPS requirements, aggregators must register and record production data pertaining to each generating unit separately in GATS

Market Manager Role • Inspect completed projects and provide project information to SREC Administrator (CPM and PJM-GATS) • Inform new project owners of transition dates and requirements through inspections process and attestation letter • Assist OCE in assignment of NJ generator certification numbers to new projects
