  4. The Office of Senior Services is pleased to present the Genesee County Senior Millage 2012-2013 Annual Report to the Genesee County Board of Commissioners. This report provides information regarding the 2012-2013 Senior Millage services and the senior citizens who utilize them. For 2012-2013 the Genesee County Board of Commissioners awarded contracts totaling just over $5.9 million to area senior centers and senior service providers. When the Senior Millage passed in August of 2006, the Genesee County Board of Commissioners established the Senior Citizens Services Advisory Committee (SCSAC), now consisting of four Commissioners and eight citizens. The Genesee County Office of Senior Services (GCOSS) was started as a county department in January 2011. The Senior Citizens Services Advisory Committee and the Office of Senior Services oversee the senior millage dollars to area senior centers and contracted service providers to ensure quality services and programming. The SCSAC makes funding recommendations to the Genesee County Board of Commissioners. At the beginning of the 2012-2013 fiscal year, the SCSAC announced that the Alzheimer’s Association was awarded the contract for case management and referral services for the county. The Senior Millage also included the Genesee County Department of Veterans Services to receive funding for this year. A specialized veteran’s millage was passed in November 2012 and the funding from the senior millage ended on December 31, 2012. The Board of Commissioners reinstated funding to the Legal Services of Eastern Michigan and offered five specialized grants to non-profit organizations of which two were awarded. Recipients of these grants were the Senior Companion Program and the Foster Grandparent Program from the Family Service Agency. Each program was awarded $1,000. During the last quarter of this fiscal year the Center for Gerontology adult day care program closed on June 30, 2013 and the City of Flint Senior Centers piloted outsourcing the centers to non-profit organizations. The Brennan Elm Park Senior Community Corporation and the United Senior Network now manage the day to day operations at the two centers. Michigan Community Services, Inc. opened a new adult daycare in August of 2013 and will continue to provide adult daycare services in FY 2013-2014.   6. 2012-2013 Genesee County Senior Millage Senior Centers • There are 15 senior citizen centers located throughout Genesee County where operations are partially or fully funded with senior millage funds. In 2012-2013, a total of $2,292,781 of the senior millage funding was allocated to these senior centers. Over 15,000 seniors utilized the senior centers for a wide range of activities including socialization, nutrition, education, and health and fitness. • Seniors also use the senior centers for social services such as Medicare/Medicaid counseling, the MiCAFE (Michigan’s Coordinated Access to Food for the Elderly) food program, commodities, legal services, veteran’s services, and the Senior Project Fresh Program.

Case Management & Referral ServicesAlzheimer’s AssociationProgram Description- Provides case management and services to Genesee County senior citizens in order to determine what type of supportive services are needed by the senior. Referrals are then made to the appropriate local service agencies and a coordinated plan of care is developed for client at which time the supportive services will begin. Congregate MealsGenesee County Community Action Resource Department (GCCARD)Program Description- Nutritious lunch meals for senior citizens are served in a group setting five days a week at 20 locations throughout Genesee County. One site also serves Kosher and Indian meals. Contract - GCCARD $265,553 Meals Provided Seniors Served 33,071 1,675 (not included are 83 out of county and 27 below the age of 60)

Elder Abuse and Exploitation Prevention (EAP)Genesee County SheriffProgram Description- The EAP team investigates cases of suspected elder abuse, neglect, or financial exploitation, and works with the Prosecutor’s Office to provide the information needed for the Prosecutor to pursue criminal charges and warrants. Guardianships/ConservatorshipsFamily Service AgencyProgram Description- Services include management of a legally incapacitated senior’s estate/finances, receive and manage benefit payments on behalf of the senior, and to ensure that the senior is appropriately housed and cared for. Contract – Family Service Agency $109,200 Hours of Service Provided Seniors Served 540 55

Home Delivered MealsGenesee County Community Action Resource Department (GCCARD)Program Description- Provides nutritious home delivered meals to senior citizens who are homebound, unable to obtain food and prepare meals for themselves and do not have another adult living in the same home who can assist them. Meals are available up to seven days per week, with two meals provided each day.Contract – GCCARD $1,239,203 Meals Served Seniors Served 308,845 1,153

  18. In-Home Personal CareFamily Service AgencyProgram Description-Provides assistance to senior citizens allowing them to maintain their independence within their home. Services include; bathing, dressing, grooming, toileting, transferring, and other assistance. In addition, domestic tasks such as housekeeping, laundry, and meal preparation are provided.Contract – Family Service Agency - $808,850 Hours of Service Seniors Served 46,395 730

  19. Legal ServicesLegal Services of Eastern MichiganProgram Description – An elder law attorney and paralegals provide legal services, advice, and counseling to seniors. Services will take place in seniors’ homes, at the senior centers, within nursing homes and/or other long term care facilities. MI Choice WaiverValley Area Agency on Aging (VAAA)Program Description- Adults who meet asset and income criteria are eligible to receive Medicaid-covered services in their own home rather than being placed into a nursing home. This program has a wide range of service options from which a care plan can be designed which is most responsive to the senior’s home care needs. Services may include: personal care, respite services, home delivered meals, transportation, chore services, private duty nursing, counseling, etc. Contract – VAAA $255,000 Meals Served Hours of Service Provided Seniors Served 6,564 43,785 45

  21. Prosecuting Services for EAP ProgramGenesee County ProsecutorProgram Description- Investigates complaints of elder abuse in Genesee County. Issues warrants for those individuals who are accused of neglect or physically/financially taking advantage of senior citizens. Respite ServicesMichigan Community Services, Inc.Program Description –Offers services such as basic care, hygiene support, companionship, and activities of daily living to frail, elderly seniors in their own homes. A service officer will be available at the seniorcenters and at the Veteran’s Office in the administration building. The service officer will offer assistance in filing claims and will work with other resources in the county to support the veterans.
