Aeronautical Data What is Aeronautical Data? • A representation of aeronautical facts, concepts or instructions in a formalized manner suitable for communication, interpretation or processing.Source: Annex 15 What does it comprise? What types of data? • Aerodrome Data • Feature Data – Obstacles & Terrain • Navigation Facility Data • Other Navigation Data (Calculated / Derived) • Operational Data for Information & Management of Inter-Agency Coordination & of Flight Operations • Critical, Essential & Routine Data What’s different these days?

Aeronautical Data – Changing Context Impacts on Requirements for & Management of Aeronautical Data • In the office – computerisation • In the aircraft – • more fly-by-wire and more capable systems • RNP, PBN ! • Increasing requirements for improved safety and global / regional harmony … and efficiency … and effectiveness • Increasing workload • More procedures, more obstacles, more airports, more airspace changes, more frequent updates, more operations • Better global knowledge about data management • Increased demands for data supply and interchange in electronic formats! Ancillary Changes in Industry • Increasing separation of functions & introduction of more privatisation

Aeronautical Data – Changing Context Consequential Impacts • Changes to computerised systems – more complexity • Vastly increased skills – and change in range and level (breadth & depth) of SKAs to perform ‘same job’SKAs = Skills, knowledge & attitudes • Greater reliance on digital data • And therefore, well defined and documented processes & methods for handling data (= need for Quality Assurance / Management System) • Essential for advanced procedures – PBN, GBAS, etc – and traffic management (PBN, transition towards 4D, etc) • Speed & nature of these change demands better and more frequent training (including recurrent) • Increasing transfer of data – intra- and inter-agency, and to/from external parties

Aeronautical Data – Changing Context Consequential Impacts continued… • Regulators need to understand more about the detail of some of these areas so that they are capable of ensuring that: • policy and regulations are appropriate (on an ongoing basis); and • the value of aeronautical data / information / products – which is owned by the State &/or important to the national interest – are: • maintained (&/or improved) to appropriate quality standards throughout the data production and supply and maintenance process; and • protected in the longer term so that they are both accessible and usable if/when required Examples: • Design / operation company does not continue previous service. • Data ‘owner’ wishes to charge unreasonable fees for data that is essential to safety • Accident investigations Learn lessons from other industries.
