Issues Facing America in 2000 • Population Demographics Changed: • population increased over 13% since 1990 to reach 281,400,000. • one third population lived in 4 states (CA, TX, NY, FL). • no states lost population, however, the west grew fastest, particularly NV, AZ, CO, UT, ID. • rural communities grew slowest, especially in Appalachia and into the Plains as mining and farming concerns required less workers. • Hispanics were the fastest growing minority group. • African-American population grew to 35 million. • Ethnic diversity increased as can be seen in CA,DC,HI, NMwhere non-Hispanic whites are now a minority of the population.

Issues Facing America in 2000 • Results of increased diversity in America: • 1994 California passed “Proposition 187” in an effort to deal with illegal immigration from Mexico. • bilingual education was banned in schools in 26 states by 1998. • Affirmative Action vs. “reverse discrimination”. • Originally designed to stop discrimination in hiring by setting aside a percentage of jobs, contracts and admissions open only to minorities, later, some charged reverse discrimination. • University of California vs. Bakke (1978) • California eliminated state sponsored affirmative action programs in 1996. • Hopwood vs. Texas (1996)
