  3. Southern Zone Meeting • Held two meetings on 25/02/2011 and 30/5/2011 • Issues discussed and minutes forwarded to DOT

  4. Replication of Best Practices • ISO certifiaction • Tamil Nadu Circle ISO 9001-2008 Certified- Surveillance test passed out • Power point presentation made in the first meeting regarding action plan for obtaining QMS certification. • Soft copy of QM, PM given. • CCA, Kerala has formed a committee for studying implementation of QMS • CCA, Karnataka has apprised certain HR issues. • CsCA advised to conduct awareness programs in their Circles. Any professional help will be extended by TN Circle • Review to be made in the next meeting

Replication of Best Practices • Computerisation • Pension vouching software implemented in Tamil Nadu Circle- Implementation strategies for other circles • Activation of Pension module- Kerala circle using the module- But still officially some changes pending • Need for LSPC software- Karnataka Circle can be a nodal circle

Replication of Best Practices • Website • Tamil Nadu Circle website-www.ccatn.gov.in • Advised the three Circles to launch their websites within a time frame • Andaman & Nicobar has developed its website and launching is pending since NIC insists for security audit. • CCA, Kerala had discussions with NIC authorities. Documentation process to be commenced. • CCA, Karnataka- Development is in final shape and expected to be launched soon.

Replication of Best Practices • Pension Adalat • TN Circle conducting pension adalat regularly thrice in a year- Conducted 17 adalats so far. • CCA, Karnataka has conducted third Annual Pension Adalat during December, 2010. • CCA, Kerala is exploring the feasibility of conducting pension adalat soon.

Replication of Best Practices • Post retirement counselling course to BSNL absorbed/DOT employees • Tamil Nadu Circle conducting every quarter- Very popular among the staff • Study material/topics covered by the Tamil Nadu Circle can be replicated • Suggested other Circles to conduct similar program

Replication of Best Practices • Meetings with stakeholders • Regular meetings held with SBI in Tamil Nadu Circle to discuss bank reconciliation, pension and other issues • Monthly coordination meeting held with BSNL to discuss issues like pension, LSPC, GPF, USO, LF , arbitration cases and other common issues • Advised the other Circles to replicate this practice

  10. Replication of Best Practices • LF&Spectrum Analysis • Standardization required in the case of spectrum analysis • Annual closing out of spectrum charges collected to be done. • Model followed in TN Circle explained to other circles and copy of analysis given to them.

  11. Common Issues Discussed • Financial Bank Guarantees • FBG for spectrum allotted to the operators who have not yet rolled out their services – Amount of FBG to be maintained in such cases • LF operators are not uniform in submission of the accounts on cash basis

  12. Training Need • Need for a Regional Training Centre discussed. • BSNL has 3 Training Centres in Chennai. One Training Centre preferably RGMTTC at Meenambakkam can be made over to PCCA, TN Circle. • CCA, Karnataka suggested training in PC Hardware and Networking. • Formation of IT Core Group suggested. • PAO 2000 (GPF Module) workshop conducted in Tamil Nadu Circle on 7/7/2011 –CCA and BSNL circles, BSNL Corporate office/BSNL IT cell , Pune participated.

  13. State of Work Report • Reviewed SWR of all circles. • CCA, Karnataka reported delay in getting claim papers. • Andaman & Nicobar position is stated to be still worse. There is much delay in the receipt of pension cases in A&N. • In Kerala there is no problem with regard to pension cases. • GPF Final Payment – No delay in all the circles. • BSNL circulars having implications on pension issues by not circulated to CCA circles

  14. Asset Management • Three meetings conducted with 4 BSNL Circles so far • Data base obtained from all the BSNL Circles

Asset Management • Joint Committees formed for all the Circles. • BSNL, Chennai Telephones – Document verification completed; Physical verification programme for a month chalked out , check list prepared and the process will commence this week. • BSNL, TN Circle – Physical verification of assets for two SSAs (Pondy & Vellore) will commence soon • Can Kerala and Karnataka Circles help in physical verification of STR physical assets? • Retention of assets – Draft MOU sent to BSNL for their suggestions/ comments. • Need for standardization of Checklist and MOU

  16. Internal Audit • Internal Audit for the year 2010-11 has been completed for WMO, Chennai and TERM, Chennai & Coimbatore. • Inspection schedule for 2011-12 sent to the stakeholders and the DOT. • We have an IQCT (Internal Quality Checking Team) constituted to check the internal functioning of the circle

  17. APARs • APAR for the year 2010-11 has been completed for all the staff and report submitted to DoT HQ.

  19. Arbitration Issues • Advertisement • Covers all TSPs- large number of cases expected • Feasibility of constituting separate arbitration cell • Technical issues • Nominating officials in other DOT units- Term Cell, WMO etc • Training

Other Issues • Minimum Pension • Pension cases of the retired BSNL officials who had drawn pay partly in CDA scale and partly in IDA scale • Single window Pension payments • Pensioner’s half in trilingual form • Discrepancies in spectrum details and the issue of short payments • Claims recoverable from DOT towards payments of Loans and advances • PE/DE powers to be delegated
