  1. QMWG Update to WMS June 15, 2011

  2. QMWG • Implementation of NPRR 282, Dynamic Ramp Rates in SCED – 4 new telemetry points in live in the ERCOT production system on 7/1, used by RLC on 7/22 • Review of GREDP Performance – ERCOT is continuing mid-month review with QSEs. QSEs will be given opportunity to submit mitigation plan prior to disqualification. • Presentation of LDL/HDL Overrides Statistics – Primary reason is avoidance of oscillating SPS activation. • NPRR360, Summary Report of HDL and LDL -- Discussion of changes made at PRS. Recommendation, it is appropriate to publish Resource Node Names for overrides with indication of LDL or HDL. Timing, every SCED run or at the end of the Operating Day?

QMWG • NPRR365, Change in Resource Outage Approvals from Eight to 90 Days – Recommendation of QMWG, consider approval of Planned Outages in something between 8 and 90 days to accommodate better coordination realizing that CRR model accuracy with the existing modeling timelines is not totally achievable.

  4. QMWG • ERCOT Discussion of AS Clearing for Fractional MW Higher than Offers – QMWG directed ERCOT to analyze alternatives for a post-processing solution to avoid numerous disputes and compliance issues. ERCOT presentation posted with link to white paper. • Discussion of Communication of Confidential Information during Emergency Operations – Will follow up with ERCOT Operations to review Procedures changes in communications since February 2.

  5. QMWG • NPRR321, Allow Change to Energy Offer Curve MW Amounts in the Adjustment Period for Qualifying Facilities – Consider making the change for all Resource types. Concerns at PRS regarding DAM and RUC make whole settlement. • DAM Make Whole based on DAM SPPs and EOC. • RUC decision does not consider EOC. • Recommendation – allow changes to EOCs for all Resource types for DAM and RUC committed Resources.

  6. QMWG • Unannounced Capacity Tests and AS Responsibilities – Request for ERCOT to consider relieving a Resource of its AS responsibility during an unannounced capacity test. • ERCOT to return to the group with recommendation for Protocol language revision. • Status of MISUG NPRRs and SCRs – List of NPRRs distributed. • Notifications list posted on MISUG June 1 meeting page. • June 28 meeting discussion on elimination of Alerts • Possibility of elimination of Seasonal Net Dependable Capability – ERCOT will investigate.
