Oversight and accountability • Oversight entails the informal and formal, watchful, strategic and structured scrutiny exercised by legislatures in respect of the implementation of laws, the application of the budget, and the strict observance of statutes and the Constitution. • Accountability refers to institutionalised practices of giving account of how assigned responsibilities are carried out.

Best Practices in issuing and following up on MPAC recommendations • The municipality or municipal entity tables its annual report together with AG findings to the Council • The Speaker refers annual report/AFS/AG’s report to MPAC • MPAC review documents The AG briefs the MPAC on its audit findings on the municipality or municipal entity • MPAC develops preliminary questions • MPAC adopt preliminary questions and send to executive Receive responses to preliminary questions MPAC analyze responses & call a hearing

Best Practices in issuing and following up on MPAC recommendations MPAC convene a hearing for executive to account The MPAC makes recommendations to the legislature Make findings, draft report, adopt report Report back to Speaker (table report to the House) • Council adopt report and send it as its resolution to executive • The executive implement resolutions as adopted by council • The MPAC or Office of the Speaker follows up on the executive to ensure that implementation of resolutions happens within the specified timeframe • Call executive to provide progress report on implementation of relevant Council resolutions emanating from MPAC • The AG reports on the implementation of MPAC resolutions in his audit report on the municipality or municipal entity

Key important considerations • The Office of the Speaker needs to play a key role in the communication and following up of resolutions • The MPACs need to play a key role in the ensuring that the municipality and municipal entities are fully aware of the requirements of the resolutions • The MPACs need to have a healthy relationship with the internal audit committees of municipality and municipal entities • The MPACs need to compile a monitoring and evaluation report on the implementation of MPAC resolutions

  7. Key important considerations • The AG should report on the implementation of resolutions by the municipality or municipality entities in his/her audit report to the Council • The MPACS should compile a “name and shame” report
