  2. REACH is the European Community Regulation on chemicals and their safe use (EC 1907/2006). It deals with the Registration, Evaluation, Authorisation and Restriction of Chemical substances. The law entered into force on 1 June 2007. • It applies to most products in commerce and most ExxonMobil products. • The goal is to provide a greater level of protection for humans and the environment by ensuring that proper information on storage, handling, chemical make-up and potential exposure scenarios are easily available. The intent of REACH is to apply the authorization process to ban the use of substances of very high concern. Unfortunately, the regulation requires a high level of administrative effort – for all products irrespective their possible threat to human health or the environment.

  3. The REACH Regulation places greater responsibility on industry to manage the risks from chemicals and to provide safety information on the substances. Manufacturers and importers are required to gather information on the properties of their chemical substances, which will allow their safe handling, and to register the information in a central database run by the European Chemicals Agency (ECHA) in Helsinki. • Companies can find explanations of REACH on the ECHA website, in particular in the guidance documents, and can contact national helpdesks.

The new MSDS contsists of 16 sections and exposure scenarios for specific uses of substances that are classified as dangerous. • Exposure scenario’s are sets of conditions that describe how substances are manufactured or used during their life-cycle and how the manufacturer or importer controls, or recommends to control, exposures of humans and the environment. • The exposure scenarios must include the appropriate risk management measures and operational conditions that, when properly implemented, ensure that the risks from the uses of the substance are adequately controlled. • Exposure scenarios need to be developed to cover all “identified uses” which are the manufacturers’ or importers’ own uses, and uses which are made known to the manufacturer or importer by his downstream users and which the manufacturer or importer includes in his assessment. • This information can be valuable reference for contractors to include in their JSA’s
