CALGARY INTERNATIONAL AIRPORT • 1993 – GT Manager • 1150 TAXIS /15 COMPANIES • average age exceeding 13 years • floorboards were not metal – carpet • drivers in sweats and sandals … • didn’t know so many shades of yellow • 200 OTHER SHUTTLES, BUSES, LIMOS, COURTESY VEHILCES, etc. • various levels and types of service

CALGARY INTERNATIONAL AIRPORT • Contract with 7 Brokers who owned the 15 companies • Contract • vehicle age restrictions - initially 10 years progressing annually to 7 years • vehicle appearance and size standards • driver standards for dress and deportment • Training by Airport • ADA, customer service, improving knowledge of region, getting better tip$, etc.

CALGARY INTERNATIONAL AIRPORT • Create custom contracts for all 200 other ground transportation service providers (taxi contracts and rental car contracts) = leveling the playing field. • Contracts provided the Airport with an improved management tool • The ground transportation providers received the opportunity to better manage themselves.

SALT LAKE CITY CORPORATION • Salt Lake City had hired a special consultant – one who is very familiar the ground transportation industry • Major Recommendations: • Move away from ordinance based method of regulating the taxi industry • Restrict the number of taxis at Airport • Airport Shared Ride concession • Revise fee$ MUNDY

  6. SALT LAKE CITY CORPORATION • City Council opted, via ordinance, to consider alternative methods of regulation for taxi services. • All Taxi Operating Certificates are not to be considered as either a franchise or irrevocable.

  7. SALT LAKE CITY CORPORATION • 2005 – SLC GT Administrator (based on experience with contracts at Calgary International Airport) • Committee formed to begin work on a RFP for a Taxicab Service Agreement (contract)

SALT LAKE CITY CORPORATION • Taxicab Service RFP is ready – awaiting final City Council approval. • Expected release will be sometime in early October. • RFP Agreement will take the City out of the management and enforcement of ordinances and put that responsibility with the company. Instead, City will manage the Agreements and expect the taxi companies to manage themselves and their drivers. • City to only manage the resulting 2 – 4 Agreements totally 200-210 cabs

SALT LAKE CITY CORPORATION • In addition, the Ground Transportation Administration has formed an Advisory Group representing a board cross section of the industry and users. • With this advisory group, the City will within the next ½ year, work to achieve a more balanced and level “playing field” for the rest of the ground transportation industry – either by contract or by ordinance similar to contract language.
