  1. RCM WIPT Overview Mr. Jason Hamilton, USMC

  2. Topics • What is RCM? • What is the RCM WIPT? • RCM WIPT Involvement • RCM WIPT Accomplishments • RCM WIPT Future Goals • RAM4 Presentations 1

  3. What is RCM? Reliability Centered Maintenance - • RCM is a logical, structured process used to determine the optimal failure management strategies for any system based upon system reliability characteristics and the intended operating context • RCM defines what must be done for a system to achieve the desired levels of safety, environmental soundness, and operational readiness, at best cost • RCM is appropriate to be applied continuously throughout the life of any system • RCM is described in DoD Manual 4151.22-M • RCM Community Site is on the Defense Acquisition University web site at https://acc.dau.mil/CommunityBrowser.aspx?id=111386 2

  4. What is the RCM WIPT? • Working Integrated Product Team reports to CBM+ Action Group (DASD(Mx)) • Services represented by nominated RCM leads • Quarterly meetings are held to • coordinate RCM efforts, where possible • promote understanding and knowledge sharing • develop cross-service policy, training, and interface capability • execute selected projects (DoDM, CLL, etc) 3

  5. RCM WIPT Involvement • Customers • OSD AT&L • OSD LM&R • DoN • USMC • USAF • USA • USCG • Stakeholders • DAU • Material Commands • Systems Commands • PEOs • PMs • Contractors • DLA • Operating Forces • Milestone Decision Authority • OSD • Contracting Officials • RCM Advocates 4

  6. RCM WIPT Accomplishments • Accomplishments to date • Wrote RCM Appendix of DoDI 4151.22 (2007) • Wrote DoD RCM Manual DoD 4151.22-M (2011) • Created RCM Continuous Learning Module (CLL-030) Fundamentals of RCM (www.dau.mil) • Provided RCM presentations to DoD Maintenance Symposium • Serve as a single point of focus for cross-service RCM knowledge sharing 5

  7. RCM WIPT Future Goals • Ongoing Topics • Insert RCM into DoD acquisition process by amending the JCIDS process to specify CBM & RCM as a means to lower lifecycle maintenance cost • Continue to serve as a platform for all services to periodically meet to share RCM related experiences and best practices • Address potential cross-Service education and outreach issues related to RCM 6

  8. RAM4 RCM Briefs • 1200-1330 • Mr. Marc Borkowski, Director of Maintenance Engineering (NAVSEA 04RM), “RCM Program Management and Education/Certification” • Jason Hamilton, Life Cycle Logistics, MARCORSYSCOM, "Marine Corps Systems Command RCM Process Roadmap“ • Nolan Tallman, AMRDEC, “Aviation System Assessment Program” • 1400-1530 • Joe Katz, Product Support, MARCORSYSCOM, "USMC Ground Weapons Systems Lifecycle Reliability and Logistics Engineering Analysis“ • Peter D’Carlo & Lewis “Quinn” Pesek, Eagle R&M Integrity Section, Warner-Robins ALC, “F-15 MECSIP and RCM Programs” • Dave Nelson, Wyle Laboratories, “RCM and Enabling Process Relationships for CBM+ Application” 8
