  2. Profiling E-Gov in TAIWAN • Since 1996, Taiwan has taken the lead in investment for “E-Government infrastructure with a global view”. • In World Economic Forum Network Readiness Index (WEF NRI), Taiwan has earned excellent reputation in government usage and readiness.

Innovation and Development We focus on: • e-governance visions • e-governance relationships • cross boundary governance • online opinions And find: • Transparency, Accountability, Participation and Effectiveness are visions for e-government in the future. • Government should acknowledge different demands from different e-stakeholders and adapt appropriate e-policy. • Law, privacy, security and support from leader are key issues for cross boundary governance. In addition, data integration, risk and responsibility, and trust between organizations also play important roles. • Acknowledging the crucial role to social media for shaping opinion, we conducted a pioneer research on blog and tried to trace online public opinion tendency.

Performance and Impact We focus on: • Constructing and evaluating e-government performance including G2G, G2E, G2B, G2C, G2A, G2D and local government • IT Workforce and budget management in governments And find: • We had constructed indicators to measure e-performance including: • Core abilities of civil servants include technology management, business functional skill, interpersonal skill and technical skill.

Equal Participation We focus on: • Transparency • FOI in governmental websites • Web2.0 application in e-government And find: • The Freedom of Government Information Law was enforced in 2005 and regulate all government to share official information to public. • Most governmental websites have provided citizens to download official documents and applications directly. • We conducted and quasi-experiment in Facebook and discover to establish constructive policy dialogue on social networking sites, government can take a clear policy standpoint and provide information actively but should avoid try to lead atmosphere of discussion.
