1. Salem Municipal Airport Ground Vehicle Training Movement Area

2. Objectives • Define terms such as: • Landside • Airport Operations Area (AOA) • Aircraft Movement Area • Non-Movement Area

3. Landside Areas outside the security fencing which are open to the public (i.e. Restaurant, Terminal)

4. Airport Operations Area (AOA) • Areas inside the security fencing which is not open to the general public. • Made up of the Movement and Non-Movement Areas

5. Aircraft Movement Areas • Movement Areas • Made up of Runways and Taxiways • Requirements for entering a Movement Area. • Rotating beacon (night or day) or • Checkered Flag (only during the day) and • Radio communications with Salem Air Traffic Control Tower – Contact on Ground Freq 121.9

6. Movement and Non-Movement Areas Movement Areas are indicated in Blue and require tower clearance. Entering the Movement area without clearance from SATCT is a Vehicle Pedestrian Deviation (VPD) and can carry consequences from both Airport Management and the FAA. Non-Movement Areas are indicated in Red and do not require tower clearance although it does require Airport Management approval.

8. Aircraft Non-Movement Areas • Consist of Aprons, Ramps, Taxilanes. • Speed Limit is 15 mph unless your going around an aircraft, then 5 mph. • Aircraft ALWAYS have the right of way. • Use spotter when backing up. • Never leave your vehicle unattended. • Use parking brakes or wheel chocks when parking.

9. Has white numbers at each runway end indicating the magnetic heading.Numbers indicate runway heading in degrees with the last digit removed.Runway is ONE SIX not Sixteen. Runway Markings • Broken white stripe down the center of the runway and may have edge stripes down both sides.

10. Lighting along the runway edges is generally white. Runway Lighting • Runway 13 / 31’s last 2000’ are amber. At the runway end the lights are red.

11. Runway Hold Lines • Indicates where the runway environment begins. It consist of four lines, two solid and two dashed.

12. Runway Holding Position Sign • Indicates where the runway hold line is located. • Sign is red with white numbers. • “K” indicates what taxiway your on.

13. Maintain Situational Awareness Hold Sign Hold Line • Monitor the appropriate frequency for other traffic activity • Monitor approach control, if possible, to alert you to IFR traffic inbound • Use exterior lighting to be more conspicuous Where is the hold position?

14. Taxiway Markings • Taxiways are painted with yellow paint. • Are identified by letters • Signs come in two colors, either Black or Yellow. • Blacksigns with Yellow letters indicates which taxiway your presently on. These are called location signs. • Yellow signs with Black letters and an arrow indicates which direction that taxiway is located. These are called Taxiway Directional Signs.

15. Taxiway Lighting • Taxiways have Yellow centerlines and blue edge lights.

16. ILS Critical Area • Indicates where you must stop and contact the FAA prior to entering this area. • DO NOT proceed into this area without contacting Salem ground on 121.9 MHz

17. Air Traffic Control Tower Tower hours: 7am to 9pm everyday Tower Frequencies: 119.1 Salem Tower 121.9 Salem Ground Always contact Salem Ground unless tower states otherwise. Advise intentions on CTAF 119.1 when the Tower is closed.

18. Radio Communications • Check that radio batteries are fully charged. • Listen to frequency prior to transmitting • Advise Salem Ground: Who you are, Where you are and Where you want to go. • Inform Salem Tower when “OFF” runways and “Exiting” the Movement area.

19. For lost radio communications Wait for the green light to proceed Turn your vehicle towards the tower and flash your lights

21. Aircraft always have the right of way! • Emergency Vehicles and Pedestrians also have the right of way

22. LOOK, LISTEN, and EXPECT the unexpected! Emergency vehicles also need to watch out for aircraft while on the airport Aircraft can appear from nowhere and may be difficult to spot during periods of darkness. Keep your eyes out and your ears open.

23. Foreign Object Debris (FOD) • Any foreign object that can cause damage to an aircraft. • Check your tires after being off of paved areas. • If you see FOD, please pick it up and discard

24. Engine damage due to FOD

25. Use parking brakes and wheel chocks. Never leave vehicles unattended

26. Pilots have a limited view & often cant see vehicles around them

27. Avoid driving under aircraft or wings of aircraft

28. Do Not park your vehicle in front of or behind an aircraft.

29. Beware of Jet Blast & Prop Wash! Aircraft can produce a blast of hot air strong enough to knock you or your vehicle over.

31. Violations of Airport Driving Rules on Salem Municipal Airport • First Offense: • The violator shall attend a ground vehicle retraining course. • Second Offense: • Requires notifying drivers employer and a month suspension from operating a vehicle on the airport . • Third Offense: • The employee will receive a permanent revocation of authority to operate any vehicle on the airport.
