  1. Strengthening the role of women in agro-food processing in the Bekaa Implemented by René Moawad Foundation Financed by the Italian Cooperation – ROSS Emergency Program

  2. The Actors • The Rene Moawad Foundation (RMF), created on November 22, 1990, is a non-profit non-governmental organization. Its objectives are to: • Promote the social, economic and rural development of Lebanon. • Contribute to building a responsible civil society to strengthen national unity, democratic values and social justice. • The Italian Cooperation is the Development Agency of the Italian Ministry of Foreign Affairs, present in Lebanon since 1983. The ROSS Program is a 15 million euro post-conflict rehabilitation program financing 37 projects in over 100 locations in Lebanon.

  3. The partners The main partners in the project will be: • Union of Agricultural cooperatives in Deir El Ahmar and Neighboring Villages- Deir El Ahmar (est, 1998, consisting of 14 cooperatives) • Union of Production and Artisanal cooperatives in Bekaa and Neighboring Villages- Barr Elias (est. 2001, consisting of 9 cooperatives) • The projects aims to enlarge the unions of cooperatives by increasing the number of cooperatives involved in agro-food processing especially those benefiting from ROSS Emergency Program in the North Bekaa Region.

  4. PREAMBLE • The BEKAA region is the largest agricultural region in Lebanon. • Only 35% of the farm holders are living from their land. • Farmers are selling their crops as commodities, without adding value.

  5. Preamble • Transforming agricultural commodities into agro-food products. • Absorb excess crops. • Provide employment to the non-productive section of the population. • Generate extra income to the family and consequently increase gross income of the region.

  6. The role of COOPS in developing the Agricultural as well as Agro-food sector • Initiate the momentum for agro-food production. • Provide training to the population and especially women in the safe production of food. • Assist members in introducing their product on the market.

  7. The role of COOPS in developing the Agricultural as well as Agro-food sector • Seek external know how in food production, quality and marketing. • Facilitate the introduction of Women to small businesses without disturbing the local family traditions. • Act as sort of incubators for the future development of larger projects in the food business.

  8. The project objective • Improve performance of the coops in the region of Baalbeck-Hermel • Assist coops in the improvement of the product quality, which should facilitate their acceptance by local and International consumers. • Facilitate the product access to International markets though complying with the prevailing rules ,regulations and market specificities of the destination countries.

  9. Expected results • Improve the functioning of cooperatives in the BEKAA. • Create product complimentarily between Agro- Food cooperatives. • Establish a centralized quality assurance system. • Improve market access fort the food products produced by Coops.

  10. How do we plan to do it? • The project activities: 1- Capacity building and training in the following fields: • Networking. • Team effectiveness. • Computer data processing. • Personalized accounting.

How do we plan to do it? 2- Establishment of a quality control center. • Needs assessment in quality assurance and identification of physical, chemical and micro-biological tests. • Rehabilitation of existing laboratory, with equipment suitable for the relevant analysis. • Provide laboratory training to QA operators, on specific quality control tests. • Training on food product labeling from regulatory and and marketing aspects in order to upgrade existing labels and rend them compliant with International labeling standards.

How do we plan to do it? 3- Coop production specialization : • Assessment of selected Coops in terms of food product produced and available capacities. • Training of operators on basic Food safety techniques. • Establish relevant QA procedures based on the existing products and according to GMP. • Training on proper preservation and storage of food selected food products according to GMP.

  13. How do we plan to do it? 4- Elaboration of a manual for food labeling an requirements and a creation of a show room: • Manual for labeling including: - EU Regulations - US Regulations - Australian Regulations. - CODEX. • Improve Coop product labels.

  14. How do we plan to do it? 5-Create a product show room to facilitate marketing of the food products of the coops. • 150-200 square meters. • Professionally decorated.

  15. Direct Beneficiaries • Union of Agro-food processing Cooperatives in the Bekaa. • The union of Agricultural production cooperatives in the Bekaa. • Other local Agro-food cooperatives joining the union of Agro-food cooperatives.
