  2. PITA Objectives • Represents interests of small islands & developing states in the Pacific in the field of Telecommunications • Promotes developments & improvements of telecommunications and ICT in the Pacific

About PITA • Formed in 1997 from the members of Forum Secretariat Telecom Division • From 9 members representing 8 Pacific Islands Countries & Territories to 41 members from 22 PICTs • Members are Telecommunications entities from Pacific - Operators, Carriers & Govt. Regulators • Currently 12 members are Regulators • Associate Members are suppliers of telecommunications equipment, applications & solutions – 45 Associate Members

  4. Key Activities • Address key and priority issues through training, workshops and seminars, Work Groups, … • Active representation in international bodies for stronger Resolutions to assist PICTs • Regional technical cooperation (TCDC) – study visits and training assistance program.

  5. PITA Administration • Office in Suva, Fiji • One full time resource PITA Manager • Executive Members comprising elected representatives : • Melanesia – Ivan Fong • Polynesia – Maui Sanford (President) • Micronesia – Mathias Lawrence

Pacific Background • Thousands of islands in 54 million sq Km covering a third of the globe • Vast distances between small island masses • Sparse populations • Huge differences between smallest & largest countries – GDP, populations, size, geography • Telecommunications a lifeline and priority for small islands

  8. Telecommunications Overview • Satellite dependent for Domestic and International • Urban centers serviced with modern telecommunications, Internet, cellular • Rural incl. 50% of inhabited islands no/limited service • Introduction of new technologies • Limited access to high speed connections

Key Challenges • Developments for access to international “highway” connections • Developments of local access for increasing penetration & quality • Identification of suitable and affordable technologies and applications (fixed lines, mobile, internet…) • Expertise and skill transfer • Policy and regulatory

  10. Regional & International Relationship • Close collaborations with ITU, CTO, APT, PIFS, SPC, PTC, APNIC, ICANN, DCITA… • Open to work with agency with common goals, and interests for development of telecommunications & ICT in the Pacific

  11. Current Projects • Telecom contracts Templates / arbitration • Disaster & Emergency Communications • Service Levels Measurements & Benchmarking • ICT Model Legislation • PITA dedicated training coordinator

Key issues for consideration • PITA will work towards building expertise from within the Pacific as a key condition for success for “ICT for development” • PITA will be promoting a collaborative forum involving operators and regulators • PITA will take / support all initiatives to help Pacific Islands Countries to making the ICT a key factor of development
