Assistance to Parties in implementing specific provisions of the Convention, with a particular focus on developing Parties • Intercountry workshops • Needs assessments • Assistance to Parties to meet the needs identified • Database of available resources • Promoting the transfer of expertise and technology

Assistance in relation to reporting arrangements under the Convention • Assistance to Parties in preparation and submission of reports (FCTC web page, step by step instructions, web-based forum, trainings – face to face, internet based, individual assistance) • Feedback to all reporting Parties – after submission of reports

  7. Needs assessment • Process directed by COP decisions • COP1&2 called upon Parties to conduct needs assessments and the Secretariat to provide support to Parties to conduct needs assessments • Pilot missions organized after COP3 • COP4 adopted work plan which includes needs assessments

Stages of country assistance through needs assessments • Request for assistance is sent by the Party • Preparation of the country mission • Joint needs assessment mission in the country • Completion of mission report • Follow-up (identifying priorities, compiling project plans, liaising with donors, implementation of projects)

  9. The joint needs assessment mission in the country and the mission report • Evaluates the status of implementation of all substantive articles • Identifies implementation challenges, gaps and needs • Formulates recommendations to address those gaps • Elaborates a mission report

Missions Conducted: • Bangladesh, Jordan, Lesotho and Papua New Guinea (2009) • Ghana, Guatemala and Moldova (2010) • Bhutan, Fiji and Palau (2011) • Samoa, Cook Islands, Solomon Islands, Kyrgyzstan, the Gambia (2012) Initiated or in preparation: • Botswana, Afghanistan, Nepal • Colombia, Iran, Lebanon, Sierra Leone, Micronesia
