High Risk Rural Roads 23 U.S.C. § 148 (a)(1) & (f)

The High Risk Rural Roads Program (HRRRP) is a State DOT-administered initiative aimed at reducing accidents on rural roads with high accident rates. This program allocates $90 million annually for construction and operational improvements on rural roads that exceed statewide averages for fatalities and incapacitating injuries. This program targets rural major collectors, rural minor collectors, and rural local roads, which are projected to experience increased traffic volume. Metropolitan Planning Organizations, NARC and AMPO, and City/County Planning Organizations play a role in identifying roadways with high accident rates and growth projection patterns. In rare cases where states have minimal eligible roads, they can use HRRRP funds for other projects after certifying to the Secretary that all state needs have been met. The HRRRP is a component of the Highway Safety Improvement Program.

Other HRRRP Related Policy “Special Rule: A State may use funds apportioned to the State pursuant to this subsection for any project under this section if the State certifies to the Secretary that the State has met all of State needs for construction and operational improvements on high risk rural roads.” Rare cases where States do not have any or very few roads eligible for the program
