  1. PREVENT, DETECT, MITIGATE, REACT Swedish Defence Research Agency: Coordinator FCT-11-2014: Urban securitytopic2:Countering the terrorist use of an explosive threat, across the timeline of a plot, including the detection of explosives in a flow • POCs • Henric Oestmark, + 46 8 5550 4191 • Henric.oestmark@foi.se • Malin Kölhed, +46 8 5550 4197 • Malin.kolhed@foi.se • Hans Önnerud, +46 5550 4058 • Hans.onnerud@foi.se

  2. The call - The consortium • Specific challenge: This research should propose innovative approaches to develop methods/technologies able to fill existing gaps or greatly improve already existing along the terrorist timeline… • Scope: Proposals should address the full time line of a terrorist explosive plot. At each period of the time line, the project should assess the effectiveness of the supporting method/technology….. • Outcome:The outcome of the proposal is expected to lead to development up to Technology Readiness Levels (TRL) 7..... ENFORCE: Effectiveness of systems for countering explosive threats Tentative consortium so far: Research Institues • FOI (SE) • TNO (NL) • ENEA (IT) End Users • BKA (DE) • Swedish police (SE) Industry • MORPHO (FR) SME • ….

  3. Consortium & ideas • Review of FP 7 obtained results • Cost – benefit analysis • Identification of gaps and scenarios for technology developments • Integration and adaptation of existing techniques • Future perspective and roadmap • Cost-benefit analysis/effectivness study : 50 % • Technology adaptation/development: 50 % • Technology oriented partners, e.g.: • Fast imagingtechniques – targets in a flow • Radar, tomography, THz/mm wave • Dogs/biosensors – explosive focus • Sensor integration specialist • End users • Authorities/Police/Intelligence Additional partners needed
