Survey on integration of migrants and their descendants

This survey aims to examine the impact of migrants' origins on their life conditions and social trajectories while controlling for other socio-demographic characteristics. It focuses on issues such as integration and discrimination. The survey includes questions on family and social background, education, work life, migration trajectories, transnational relations, perceived discrimination, and sensitive topics like religion and years in France before obtaining a permit of stay.

  2. Aims • Set up the effect of the origins on the life conditions and social trajectories controlling for other socio-demographic characteristics • Main issues : • Integration • Discriminations

  3. Definition of an immigrant (used in France) • A person who is born abroad and who was not French at birth. The latest point is important in France referring to the large number of migrants coming from former colonies. • 6.6 million born abroad ; among them 5 millions are immigrants using the French definition.

  4. Other surveys • Conditions of retiring for migrants aged between 50 and 70 (National retirement Fund, 2002) • New migrants i.e. having a first permit since 4 months 8Ministry of Social Affairs, 2007 and 2008)

  7. Descendants by age (among the 0-65 years old) • 55% whose parents are from Spain or from Italy are between 40 and 65 • 71% coming from Maghreb are less than 24 • 90% whose parents were born in sub-Saharan Africa are less than 24 2000 data

Questionnaire Identity and links to the country of origin • Migration trajectories • Countries of previous residence, reasons for coming • Transnational relations • Languages (mother/father languages, used), level in French • Religion • Discriminations (perceived) • Theme present elsewhere in context (work, housing, education) , completed here in other situations

  13. « Sensitive » questions • Three fields are involved : • Religion • Years in France before getting a first permit of stay (i.e. illegally) • Identity, ethnicity

  14. Schedule • 2 tests : January and December 2007 • Field : September to December 2008 • First results : autumn 2009

Concerning the measure of discrimination, the analysis will follow two approaches; first one is to evaluate discrimination according to the declaration of the respondents; the other one is to estimate the gap between the immigrants’ situation and the rest of the population controlling for other characteristics.

  16. Legal environment • Statistical council: judges the usefulness of the project • Label committee. Judges the statistical quality of the survey (including sampling) • National Commission “Informatique” and Freedom: allows or not the survey or some questions regarding to the rights of the person • And, that was unexpected, the Constitutional Council. They ruled on the fact whether it right or not to ask questions on religion, origin and which ones.
