  2. What is Evaluation in UNESCO? EVALUATION in UNESCO: • assesses the relevance, efficiency, effectiveness, impact and sustainability of interventions • covers all 14 strategic programme objectives • enables the timely incorporation of findings, recommendations and strategic lessons into decision-making processes

  3. Reporting on Evaluation Findings • All reports of IOS-managed evaluations are released on the IOS website • Evaluations are presented to the Executive Board • Since 2004, a total of 26 evaluation reports have been presented • 3 reports are being presented to the current session of the Board, and 4 reports will be presented to 181th session.

Evaluation of the Pilot Phase of the Nigeria-UNESCO Science and Technology Education Project (STE) ACHIEVEMENTS • 740 primary and 961 secondary schools received kits, leading to growing interest in science and mathematics at schools • 3,220 mathematics and science teachers trained, resulting in active learning techniques being integrated into lesson plans CHALLENGES • Over-pricing of primary kits made the project non-cost effective, and also non-sustainable • Quality of several kit items found to be inappropriate

Evaluation of UNESCO Santiago’s Regional Network of School Leadership Development (SLN) ACHIEVEMENTS • Over 1,250 school principals and 45 education professionals trained by the programme between 1999 and 2007 • Training course contributed to improved communication between teachers and cleaner school environments CHALLENGES • Many activities are isolated from the policy framework agenda of local ministries of education • No arrangements to institutionalize the programme and ensure continuity in the absence of the current coordinator.

Evaluation of Capacity-Building for Education for All Programme (Cap-EFA) ACHIEVEMENTS • Activities are coherent and aligned with the relevant UNESCO policy and strategy documents • Implementation in the 11 countries was successful CHALLENGES • Emphasis on downstream work rather than engaging in upstream policy advice • Inadequate professional capacities and technical expertise, including in field offices
