  3. If You Are Using It, It Must Be Illegal • Following Reconstruction – Cocaine is linked to African Americans • Late 1800’s – Opiates are linked to immigrant Chinese workers • 1930’s – Marijuana is linked to immigrant Mexicans • 1960’s – LSD is linked to the Counterculture

Bellbottoms, Disco, MTV, and Government Agencies • 1946 – CDC is created • 1964 – Surgeon General’s Report on Tobacco • 1971 - National Institute on Alcohol and Alcoholism (NIAAA) • 1974 - National Institute on Drug Abuse (NIDA) • 1986 - Office of Substance Abuse Prevention (OSAP) • 1986 – Federal Prevention Block Grant • 1988 - Office of National Drug Control Policy (ONDCP) • 1992 - OSAP becomes the Center for Substance Abuse Prevention (CSAP)

  7. 21st Century State Incentive Grant • Braided 4 major funding streams • $17 million to 26 communities • Focused upon risk and protective factors including academic achievement • Implemented at the community level • Required the use of “model” programs and “best practices” WYSAC
