Overview • The Unified Planning Work Program (UPWP) contains the planning tasks and associated grant budget for the two (2) year period beginning July 1, 2010 through June 30, 2012 (FY 2010/11 – 2011/12). • While the TPO adopted a two year UPWP, there is a need to amend the document annually to accurately reflect funding for the second year – FY 2011/12. In preparing the UPWP in Winter/Spring of 2010, FY 2011/12 numbers are based on an estimation of available funding. UPWP Amendments

Overview • Several new projects have been identified for FY 2011/12. • The UPWP also contains many resolutions, policy statements and certifications per State and Federal requirements – several of these documents must be approved annually. • FTA Section 5303 Grant (Transit Planning) must also be approved and submitted annually. UPWP Amendments

  4. New Planning Tasks • Development of a new TPO Website • Major Update of the Transit Development Plan • Funds split between FTA and FHWA. • Funding for Regional Coordination • Administrative and staff support for the Chairs’ Coordinating Committee (CCC) UPWP Amendments

Transit Planning Grant • The Federal Transit Administration (FTA) provides funding for transit planning tasks. • $117,935 Federal • $14,741 State • $14,741 Local • The TPO provides transit planning support outlined in UPWP Task 3.2. • Staff Support to WHAT & PTA • Annual update of the Consolidated Transit Development Plan (TDP) for LAMTD and WHAT. • Evaluation of existing transit services and consideration of service improvement alternatives. UPWP Amendments

Transportation Disadvantaged Grant • The Florida Commission for the Transportation Disadvantaged provides funding for TD planning through the TD Trust Fund. • $28,892 State Funds • The TPO provides planning support for TD. These tasks are outlined in UPWP Task 3.3. • Staff Support to Coordinating Board • Annual Evaluation of the CTC. • Annual Update of the TDSP. UPWP Amendments

  8. TPO Certification • Annual Review of the TPO Planning Process to evaluate its Effectiveness and determine its Compliance with State and Federal Requirements. • Includes noteworthy achievements from the past year. • FDOT recommends certification of the TPO. UPWP Amendments

  10. Recommendation The TPO’s Citizens’ and Technical Advisory Committees have recommended that the Board approve the draft amendments to the FY 2010/11 – 2011/12 UPWP. Staff requests that the Board authorize the Chairmen to sign the supporting resolutions, certifications, grant applications and policy statements. Staff requests permission to make minor changes, as necessary, based on additional agency comments from FDOT, FHWA and FTA. UPWP Amendments
