  2. Introduction EDSA visited Ocean Springs, Mississippi April 29-30 to provide a site analysis and master plan audit for Pine Island Resort. Upon our return from the visit we have compiled comments addressing site conditions, an audit of the PUD approved master plan, design suggestions for a preliminary master plan and a preliminary cost estimate. This report shall be used as an instrument to move forward with the grant application process and additional financing to see the project through completion. The Project • Pine Island Resort is located in the town of Ocean Springs, Mississippi (population 14,500) 2 miles east of Biloxi on approximately 400 acres. Ocean Springs is a quaint town which boasts an incredible public school system and a lively main street complete with boutiques, art galleries, and cafés. Citizens of Ocean Springs are less that 10 minutes from the gaming industry of Biloxi. • The Pine Island Resort site consists of tidal marsh lands, sawgrasses, pine trees, tallow trees, magnolias, and oaks. The site is home to a 18 hole golf course 3 natural ponds originally designed by Pete Dye. In 1998 Hurricane Georges damaged the existing golf course and subsequently closed the facility. With views across the bay to Biloxi and views across the sawgrass marsh, this is a site like no other. • Owner’s Desires • After meeting with the ownership team and reviewing preliminary data gathered by the ownership team, the following topics were accomplished: • Introduction to Key Players of the Team • Site Visit and Analysis • Completion of Master Plan Audit • Reprogramming of Site • Preliminary land development plan • Review actual site boundaries and discuss proposed land acquisitions • Discuss PUD and funding issues.   3. sawgrass marsh and tidal streams (View south from one of the existing bridges on the main road) The surrounding sawgrass marshes of the site evoke an instant calm to those visiting by the rustle of the grass blades and tidal movements of the streams. Four different tidal tributary systems exist throughout the site, these systems fluctuate throughout the year. These natural water bodies will serve as important site amenities for the development. • natural water features (View of pond adjacent to main road and entry.) Natural ponds that exist throughout the site can be utilized as amenities for the residential as well as incorporated in to the golf routing. The deep water channel of Simmons Bayou will provide access for a potential marina site and for some homeowners who will have boardwalks to dock their boats. • view across the bayou (View north across Simmons Bayou.)   6. views from estate lots (View from Banana Island towards the north.) Banana Island will consist of the most exclusive luxury lots that will be single loaded facing northwest and southeast. Residents in this area will have exquisite views to the marsh, Simmons Bayou, and Biloxi Bay. mature pines forest (View to the south border of the site from the interior.) The site, as referenced in its name, is an established pine forest. From the pine trees, magnolias, mapels, tallows, and oaks, this site offers a diversity of plant growth to the home owners and hotel guests that will wonder the site. Home owners and hotel guests will experience the ultimate in retreat life as they have uninterrupted views across the marsh and enjoy their home nestled in the pines.
