  3. THE STATISTICS ACT, 1998 • Replaced the 1961 Act • Defines the NSS • Defines Statistical independence • Specifies the qualifications of the Bureau Head • Underpins the confidentiality of official statistics Establishes the Bureau and its governance structure

UBOS MANDATE Enshrined in the UBOS Act No 12 of June 1998 to: • develop and maintain a National Statistical System (NSS) so as to ensure collection, analysis and publication of integrated, relevant, reliable and timely statistical information; • coordinate, monitor and supervise the National Statistical System • UBOS is a Semi autonomous body of Govt

  11. Status of the NSS in Uganda • Uganda’s NSS as a whole is still characterized by weak capacity and low level of institutional coordination • Now the PNSD – aims at strengthening, widening scope and increasing opportunities for development of the NSS

  12. STRUCTURES IN SUPPORT OF THE NSS • Statistics Donor Committee • General Data Disseminating System • Technical Workings Groups (EAC) • Producer - Producer committees • UBOS Planning Committee • Uganda Statistical Society

  13. PLANNING COMMITTEE’S ROLE • Regularly review the Corporate Plan (CP) • Participate and advise on the budgeting process for all programs • Monitor progress of work programmes and budget performance on a quarterly basis. • Prioritize work programmes in line with available budgets

PLAN FOR NATIONAL STATISTICAL DEVELOPMENT (PNSD) – WHAT IT WILL DO • provide a vision for the NSS (5-10 years) with set milestones • present a comprehensive and unified framework for continual assessment of evolving user needs • present priorities for statistics and build the capacity needed to meet these priorities in a more coordinated, synergistic and efficient manner.
