  3. 1] Introduction:- • Eradication of extreme poverty and hunger is a global goal to be achieved by the year 2015. • Poverty reduction and achieving the MDGs is a corner stone of the strategy first five years plan 2007-2011 and of its on going second five years plan 2012-2016. • The Government is well aware of the importance of accurate and up to date data to formulate its programs and to monitor development and MDGs indicators

  4. 2] Justification: • Poverty is a multi-dimensional and dynamic phenomena requiring continuous updating of data. • Needless to say that the formulation of the full fledged poverty strategic plan requires an updated information on poverty & poverty related issues including economic, demographic and social indicators.

Since the carrying out of the (NBHS) in 2009 many changes has taken place , most significant in this context are: • Cessation of South Sudan and its impact on the oil revenues (2011) • Impact of international Financial Crisis • Changes in the government economic polices especially the gradual removal of subsidy of major consumer goods. • The adoption of the Five Year Strategic Plan (2012-2016) • Establishment of two new states in Darfur region and one state in Kordofan.

Therefore, a new set of data are needed to measure the impact of these changes on the poverty map and to assist in formulating the full fledge poverty strategy as well as providing data to cover other MDGs indicators. A Comprehensive three rounds Household Income, Expenditure/ Consumption and Poverty Survey is proposed to be conducted during the period 2014-2015 to meet the challenges facing the country in a better reading of the changes in the poverty map..

  7. 3] The Goals of the Survey : The proposed survey aims at collection of data at household level to estimate the most basic economic and social indicators related to poverty in Sudan. In this regard the survey will collect data on the following modules: • Household migration • Demographic characteristics of the household members . • Education • Labour force

  8. 3] The Goals of the Survey : *continued* • Housing characteristics • Livelihood and assets • Transfers to the household • Cash ,credit , saving and shocks • Consumption • Agriculture • Income • Health conditions

  9. 4] The objectives of the Survey: The data collected from the survey will have many applications: • Data from the survey will facilitate estimating and updating of poverty line using both monetary and social approaches. • Assists in formulating a full fledge poverty strategy paper . • Provide data to study the prevalence of poverty among various social groups. • Provide data to study differentials in poverty among states and between urban and rural areas. • Provide data for planning, program implementation and monitoring in combating poverty at federal , state. • National accounts • Consumer Price Index (CPI) • Provide data for more MDGs indicators that are not yet covered • Gender Gap analysis

  10. 5]The Scope and Coverage of the Survey: The survey will cover the whole country (18 states). There is an Increasing demand for poverty data to be disaggregated at lower administrative levels (localities), Urban/Rural and at national and state levels for work pertaining to better management of safety nets programs. The data will be disaggregated at the state level only. and by urban / rural.

  11. 6] Sampling : NBHS 2009 the overall sample size is targeted at 7920 households The sample a two stage stratified sample, urban and rural, according to the proportion of population in each settings. . In this study, a frame of Areas (EAs) obtained from 2008 Census.

  12. Sampling : • NHBPS 2014-2015 the overall sample size is targeted at 13800 households according to the proportion of poverty in each state. • survey stratification is done on two levels: • The state level. • The rural/urban level Meeting AfDB team

  13. 7]Pre-Test: • Pretest has been conducted to test the questionnaire and other survey tools. • one urban area and one rural area has been selected . • Team of 8 interviewers and two supervisors has been selected .

  14. 8] Implementation of the Survey: • The survey activities will be divided into four main stages : • preparatory stage • Data collection • Data processing • Analysis and dissemination. • Each stage involves various activities. All the activities are expected to be completed in a period of 21 months.

  15. Implementation of the Survey: • The survey field work will be divided into three round during one year to capture the seasonal variations in Household Income and Expenditures. • Mainly in Sudan we have three seasons ,winter, autumn and summer (we don’t have spring season).

  16. 9]Training: • Training of principal trainers has been held in Khartoum for one week. The principal trainers -the 18 CBS Statistical office directors at the states, the members of the Technical Working group of HHBSP, CBS senior staff and academicians. The training has been conducted by some members of the TWG as resource persons. • 36 TOT will train the supervisors and interviewers in the 18 states.

  17. 10]Field Work: • The trained interviewers and supervisors in each state will be divided into three teams. Each field team composed of one supervisor responsible for supervision, guidance, selection of the ultimate sampling units and revision of filled in questionnaires on daily basis; four interviewers responsible for household listing and data collection and a driver. The state director provides overall supervision and follow up of the field work on daily basis. • Teams from the TWG will visit the states during the field work period. They will meet with the interviewers and supervisors in the field and discuss with them the problems and progress of data collection.

  18. 11]Data processing stage: • Receiving and storing questionnaires • Office editing in Khartoum • Preparing questionnaires for scanning • Scanning questionnaires • Key correction • Transfer data to CsPro • Data editing • Transfer data STATA for analysis • Tabulation
