  2. 壹：前言 一、大坪國小位於北埔鄉外坪村。 二、學生人數曾高達500餘人。 三、煤礦沒落人口外移，學生減少。 四、依据教育基本法第七條規定改 委託私人興學。

  3. 貳：法源及規劃辦理情形 一、本縣於91年4、5月間舉辦三次公聽會 及說明會。 二、訂定「新竹縣立各級學校委託私人辦 理自治條例」草案。 三、91年7月送新竹縣議會審查，經決議，准許本縣於溪南、溪北及原住民地區各擇一所學校試辦委託私人辦理。

  4. 四、經公告確定大坪國小採公辦民營方 式辦理，並評選「財團法人雅歌文 教基金會」取得委託試辦權。 五、雙方於91年8月簽訂試辦合約。

  5. 參：公辦民營效益 一、本縣於92年5月成立評鑑小組。 二、評估之實際效益： 1.有效運用教學資源。 2.提昇教育品質。 3.多樣化之社團。

  6. 結語： 一、學校公辦民營提供學生家長更多的 教育選擇權利。 二、促使校際間的良性競爭與進步。 三、精簡人力、節省公帑。 四、為偏遠小型學校再造第二春。
