Workforce Development Program Technical Assistance Workshop July 22, 2015

This program aims to encourage communities to prioritize workforce development as a long-term economic strategy. Projects can focus on sector-based strategies or problem-focused strategies.   2. PROGRAM PURPOSE Goal: To encourage communities to focus on workforce developmentas a long-term economic development strategy. Projects must address one or more the following: • Sector-based strategies focusing on a specific need in the community/region (welding, heavy equipment operator, etc) • Problem-focused strategies (life-skills, interviewing, basic math, etc.)

  3. PROGRAM GUIDELINES • Incumbent businesses are a must. • The lead applicant must be a non-entitlement city, county or incorporated town that possesses the legal capacity to carry out the proposed program. • The lead applicant may contract with a 501c not-for-profit organization to carry out the activities of an eligible project, provided that the organization can document its not-for-profit status with the U.S. Internal Revenue Service, the Indiana Department of Revenue, and the Indiana Secretary of State.

  4. PROGRAM GUIDELINES CONT. • The proposed project must meet a national objective and be an eligible activity under the federal Community Development Block Grant (CDBG) Act. In general, the project must: • benefit a clientele whose population is at least 51% low- and moderate-income. • Only residents of the state of Indiana are eligible for training.

  5. PROGRAM GUIDELINES CONT. • $2,000,000 AVAILABLE FUNDS • $250,000 MAXIMUM GRANT AMOUNT • 5,000 PER BENEFICIARY LIMIT

IMPORTANCE OF PARTNERSHIPS • All or almost all of the residents within your city, town, or county are members of your particular community’s workforce. • Development of a stable and flourishing workforce involves various organizations and stakeholders within your community. • Because of the above, it is vital that your community has regional partners from local units of government to economic development groups (both regional and local) and businesses. • It is imperative that businesses be involved in the development of your specific program. • This will ensure that the certifications, skill sets, trainings, and resources that your program offers matches the needs of the businesses who will be looking to hire individuals who complete your workforce development program and the requirements of the jobs in general.

  7. EVALUATION CRITERIA

  8. PROGRAM DESIGN • What is your project completion timeline? • What is the estimated enrollment in trainings per calendar year? What is the estimated completion of trainings per calendar year? What is the estimated number of jobs created/retained? • Where will the training occur? What are the conditions and locations of the existing training facility (if applicable)? Please attach color pictures with captions of current conditions. • Explain any staff and/or volunteer commitments for the program.

  9. PROGRAM DESIGN CONT. • How will the program be marketed? Who is the target clientele? How will eligibility be determined? What is the screening process for applications? Who will be responsible for the screening process? • What are the anticipated outcomes of this program? How will this program affect individual trainees/employees? • Describe the strategy for job-placement assistance. • Could this program be replicated state-wide?

  10. LOCAL EFFORT & ECONOMIC CONDITIONS • What brought this project to the forefront (i.e., is there a need for specific certifications)? Who will be served (i.e. city, town, county, region, etc) (reference map as applicable)? Can any survey results, studies, prior planning, community input, or other data be cited to explain the need? Please attach applicable copies of the information. • Who are the partners/organizations committed to providing programs and services? A partnership agreement from all outside agencies is required along with the organization’s mission statement and key staff resumes.

  11. LOCAL EFFORT & ECONOMIC CONDITIONS CONT. • Are there any other organizations doing similar training? If so, please explain how this program is not a duplication. • If this is the expansion of a current program, describe the expansion (i.e., new service, extended service, additional target clientele, etc.) • Explain all previous efforts to address this issue. Explain lessons learned from prior efforts.

  12. FINANCIAL IMPACT & LOCAL MATCH • Attach Cash & Investments Combined Statement, Tax Sheet, and Clerk/Treasurer’s breakdown of Debt Report. Be sure all ending fund balances are explained. • Attach Sub-recipient Financials (if applicable). Be sure all ending fund balances are explained. • Explain all financial options investigated. Explain why this program is the best option for this project. Please explain the local match package. • What resources are being contributed to the program? Are private industries contributing? Are local and/or economic development organizations contributing?

Are local and/or economic development organizations contributing? • What is the strategy for sustaining the program? • Who will be providing the local match? Eligible local match can be local cash, debt or in-kind sources. Federal, state, and local government grants are considered eligible match. • In-kind sources may provide eligible local match for the project. Use of in-kind donations as eligible match requires approval from the Indiana Office of Community and Rural Affairs, State CDBG Director approximately 2 weeks prior to application submission.

ELIGIBLE COSTS Workforce Development • Labor • Equipment • Materials Program Delivery (maximum 10% of total project costs) • Supplies • Overhead (room rental, lease expense) • Marketing Grant Administration (maximum 5% of grant if paid with CDBG) • Certified CDBG Grant Administration expenses

LOCAL MATCH DOCUMENTATION Application Must Include: • Letter of Commitment from Clerk/Treasurer or Auditor indicating amount of funding and sources of all funding. • Resolution committing funds (all sources) to the project. • In-Kind approval letter from OCRA • Must get new approvals each round

SUB-RECIPIENT LOCAL MATCH DOCUMENTATION Application Must Include: • Letter of Commitment from Non-Profit Organization signed by the Chair of Board of Directors indicating amount of funding and sources of all funding. • Copy of Organizations approved Resolution of Board of Directors committing funds to the project.

SECTION 3 & LIMITED ENGLISH PROFICIENCY • Section 3 • Although no jobs are being created, you want to make sure you are reaching out to the Section 3 population • All job placement activities should include Sec3 verification • Limited English Proficiency • Must do 4 Factor Analysis • Must do a Language Access Plan • Must complete prior to public hearing

PUBLIC HEARING/RESOLUTION DOCUMENTATION • Applicant MUST advertise public notice 10 days prior to meeting. • One hearing MUST take place prior to application • One hearing MUST take place prior to grant close-out • Application Must Include: • Original Publishers Affidavit • Original Public Hearing Minutes • thoroughly document meeting • Original Sign-in Sheet • Authorization to Conduct Hearings (if applicable) • Original Resolutions

  24. IN-KIND REQUESTS • Requests are due October 9, 2015 • OCRA will respond by October 16, 2015

  25. REQUEST FOR OVERDUE DOCUMENT STATUS • Requests must be received by Grant Services before October 9, 2015. • Grant Services will respond by October 16, 2015. • Applicant will be given the “as of” date.

  26. INCOME VERIFICATION • Income Verification Forms will be required for each person receiving training during the grant period. • At least 51% must be considered Low-to-Moderate Income (LMI)

  27. PROGRAM DEADLINES • Proposal Deadline – 8/28/15 • Application Deadline – 10/23/15 • Award Announcement – mid-November 2015
