  2. REVIEW OF IMPLEMENTATION OF MDMS in Meghalaya(Primary + Upper Primary)(1.4.2013 to 31.12.2013) Ministry of HRD, Govt. of India

Issues • Delay release of funds from State to School level- (JRM) • Delay in payment of cook cum helpers- (JRM) • JRM observed that MDM served for 2-3 days in a week in the visited schools. • Absence of dedicated administrative structure- (JRM); Poor inspection of schools (only 31% schools)- (JRM); Less utilization of MME fund (54%) • Less utilization of transport assistance (60%) and food grains not delivered up to schools (JRM) • Delay payment of food grains to FCI (53%)-(JRM) • Poor monthly data entry into MDM-MIS web portal (16% for the month of December 2013). • Poor record maintenance at the school level- (JRM) • Poor implementation of School Health Programme (only 42% enrolled children are covered)- (JRM) Ministry of HRD, Govt. of India

  5. JRM Issues not addressed by State Govt. • Mid-Day Meal served for 2-3 days in a week in the visited schools. No mid-day meal served during half yearly and annual examinations for a period of 15 days each. • School making false entries for Mid-Day Meal. • Cash book and food grains stock register in 27 visited schools not maintained upto date. Two schools do not have record since 2011. • Inadequate toilets and drinking water facilities in most of the schools, some schools are purchasing water for MDM. Toilets are without water facility. • Separate Kitchen-cum-Stores have been constructed for lower primary and upper primary schools located in the same premises. • Fire Extinguisher not available in all expect one visited schools in spite of directions from the Supreme Court. Issues communicated by the HRM on 14.03.2014 The issues highlighted had also been conveyed by The Human Resource Minister to the Chief Minister, Meghalaya, communication dated 14.03.2013 (D.O No. 9-6/2012-EE.6 (MDM 3-1). The issue of social audit has also not been addressed by the State Govt. Ministry of HRD, Govt. of India

  16. Proposal for Cook-cum-helper engaged in MDM Scheme *State Government has proposed to engage a total of 17789 no. of cook cum helpers (16784 working+1005 additional). However PAB 2013-14 has already sanctioned 17776 no. of cook cum helpers and State Govt. has already engaged 16784 cook cum helpers. Hence engagement of additional 13 cook cum helpers (17789-17776) has been proposed. Ministry of HRD, Govt. of India

  18. Proposal for Procurement of Kitchen Devices *The GoI has already sanctioned the 3007 units of kitchen devices for replacement against the allocation of for the FY 2006-07 & 2007-08. Monitoring of the Scheme • Two SSMC Meetings were held on 10.06.2013 and 12.02.2014 • 31% schools have been visited till Dec’2013 • Annual Data entry completed only for 91% of the schools. • Monthly data entry completed only for 16% schools for the month of December, 2013.
